Item 33

33 is to consider and take appropriate action on request from family connections to use county-owned parking lot on property located at 5335 airport boulevard. What I distributed yesterday was a letter I got yesterday that was apparently sent to me about 10 days before by e-mail, I was told, but we couldn't find it on my machine. Being it as it may, for the last three or four weeks we've known about this little issue. Family connections is located right across the street from the chair king property. What street is that?

>> 53rd and a half. And apparently with the other owners of the property they had worked out a little deal where they had authorization to use the parking lot. And in their letter they say they provide a variety of services for Travis County residents and a lot of them free of charge. Their thing is don't have any parking and they would like to continue parking there with our permission as long as they can. And basically I told them I would put it on the court's agenda. The other thing that was happening was that apparently one day complaints were filed with the con table's office and the constable issued citations and I asked them hold off on that until the court land odd this. I guess my first question would be is there a way for us to accommodate them in a manner that will not harm us up to the point where we actually start construction work out there?

>> good afternoon, roger el khoury, director for the building department. Checking, we have about 161 parking space over there. And those spaces were used as an overflow. But I haven't checked that there are lots of cars right there, 161 parking space. I think we do have some space along 53rd and a half right there near this request. I talked to my broker on that to give me some kind of indication of what the going rate for leasing a space -- just for information to the court. And he told me it will range about from 20 to 50-dollar per space. So I think at this time we do have use -- at this time for I call mega center for the election coming up for the county clerk. And at that time we don't want anybody to park there because we need to use it 100% for the election, but other than this, I think we have those spaces available if the court wish to provide those spaces for the family connection. Facility management recommend 30-dollar per space, but I think that's the number they've been using with the chair king according to letter. I believe $30 per space. I think we can recommend that to the court.

>> they're looking for 20 spaces. They indicate in their letter they kind of hint that they don't have the money. The deal with chair king, the previous owners, was we paid $90 per quarter --

>> that's $30 per month.

>> to use the parking lot for our patrons. They're kind of hinting that they paid a total of 30 a month for about 20 cars is how I read that.

>> [ laughter ]

>> we pay a lot of parking here in the downtown area. We pay like 80 to 100-dollar per space. I think it's fair to be about 20, $30 per space.

>> so negotiate with them for the highest they can afford and report it back to the court. We assume they're looking at 20 spaces, and what we need to tell them is that we feel duty bound to get as much as they can pay. And the court wants to know real andy liscano stickily what -- realistically what it is. My question would be if we say 20 spaces, is there a way for them to access the parking lot near the 53rd and a half street?

>> we have a gate right now. We can open the gate for them to access this in the morning about like 7:30.

>> and we close it up at 5 or 5:30?

>> yes.

>> because I went through at about 6:30 today I went through. The gate was not locked that day, but I think it's relatively new.

>> we just giefntledz about security, how we're going to close it and what time. And we are really estimating right now between 7:30 7:30 and530 because we have othr entrances to the property.

>> I hate to turn them off especially if they're providing services to needy families free of charge, but at the same time I kind of feel duty bound to get as much as we can for the county.

>> we wanted to make sure we would have a written license agreement with these folks.

>> absolutely. That's a given.

>> the other thing is that I guess we can make it clear that the arrangement is good only as long as -- once we start building werks probably will need all of it.

>> correct.

>> you could provide a provision that the county could provide a minimal amount of notice in the event construction gets underway. And there's an assumption on that also that they have to park along 53rd and a half street. They cannot park anywhere in the chair king area because we want the space closer to the tax office to be for our visiters.

>> okay. Let's let them know that. And there are in fact parking spaces over there that would face 53rd and a half, right?

>> yeah.

>> now, as you know now on chair king property, we already erected ornamental fences all around the property. Two gates. One gate from 53rd and a half and one gate from airport boulevard. And we open the two parking lot between care ching and 5501, we moved the fence that was already there.

>> okay. If there's no objection, we'll just do those as a sort of direction. And have this back on the agency next week for a follow-up report and plan to take action then.

>> will do.

>> and if I need to chat with them, let me know. You have the letter from yesterday?

>> I'll get the copy.

>> anything else on this item?

>> no.

>> thank y'all very much. We'll have it back on.

>> thank you.
