On A1 receive revised fiscal year twine budget agenda worksheet that -- '09 budget worksheet that includes topics during budget hearings and serves to identify potential topics to be addressed during the fiscal year '09 budget markup scheduled for September 3rd, 4th, 5th, 2008.

>> good afternoon, Commissioners. This is -- chris is handing out the markup sheets for you. Just a reminder, we will need those back in p.b.o. By 5:00 p.m. On the 26th.

>> 5:00 p.m. On the 26th.

>> 5:00 p.m. On the 26th. You have on those agenda markup sheets you have a -- you have an area in there, if you would like for those to be included, any of the items on the agenda, please make your -- make your check marks and then also any notes that you put in the -- in the notes section will be copied over and put into the agenda. So please be aware of that. We will distribute the -- the agenda worksheets to you on Thursday, the 28th. Or just a reminder, markup begins on September 3rd. At 9:00 a.m. It will run until noon. And then again from 2:00 to 5:00, that will be -- that will be beginning on September 3rd, Wednesday the 3rd, and will go through Friday the 5th.

>> unless we finish --

>> unless we finish before that time, yes, sir. And just a couple of -- real quickly, one of the things that -- that my staff has asked that I stress to you is the need to -- to try to land on the tax rate so we could get it posted in the paper no later than noon on the 4th. So --

>> okay.

>> anything -- any questions?

>> I have a couple.

>> just a couple of clarifications on the budget agenda worksheets, a little bit different from prior years. Almost exactly the same, but instead of doing a long version and a short version, we just did one version. And we added one new row on the top of the page that describes how much tax increases would generate in revenue and the -- the impact on the homestead tax bill. And the -- the second -- second little section is a subset that's just major capital items. So that you can look at those kind of as a group.

>> okay.

>> go over that one more time.

>> yes, sir.

>> you said that by Thursday the 4th, rodney, that we are going to set the tax rate, the proposed tax rate.

>> the proposed tax rate.

>> yes, sir.

>> and we have to have that done by noon on the 4th in order to get it posted to meet the legal posting requirements in order to get the budget adopted by the 23rd. And --

>> okay. So then -- but we're going to have this -- all of this markup stuff on Wednesday, the 3rd. I mean might we not be able to finish markup because we were scheduled to go to perhaps the 5th, right?

>> yes, sir.

>> so -- so what are you anticipating? Are you anticipating us setting the tax rate, which I might not have a problem doing that. I mean, but -- but it effectively would be over at that time I mean once you set that tax rate, right? The tax rate is here's what it is. Do we have the ability to adjust that tax rate once we set that tax rate?

>> the proposed tax rate that -- that is landed on is what will be posted in the paper. And I believe that -- I'm going from memory here, but I believe that you cannot exceed that tax rate.

>> all right. So then what -- you see where I'm headed with this thing. If we're going to set the tax rate on Thursday, which might be a good deal, because it just says we are setting the tax rate at this, this generates this much money.

>> correct.

>> guess what, you finish that at 9:07 a.m. Thursday, close up shop and the deal is over.

>> unless you want to continue having discussions that -- that might not be able to be funded.

>> all right.

>> thank you very much.
