Number 3 is to consider and take appropriate action on the following items represented to the community development block grant (cdbg) funds from the u.s. Department of housing and urban development (hud): a, accept comments received during the 30-day public comment period on the proposed usage of cdbg funds; b, final draft of Travis County county program year 2008 annual action plan; c, substantial amendment to the program year 2006 annual action plan; and d, submission of the program year 2008 annual action plan and substantial amendment of program year 2006 action plan to the u.s. Department of housing and urban development, san antonio field office, region vi. Good morning.

>> good morning, christie moffat, Travis County health and human services. I'm happy to say that we are wrapping up our annual action planning process. Are for program year 2008. This process began in February of 2008 and began with five public hearings, one held here, four held out in the precincts where we gathered needs and input from people living in the unincorporated areas of Travis County. We also presented projects to the courts on which they approved on may 27th as well as June 17th, the project to be included not only in the fy 2008 action plan but also the substantial amendment of the '06 action funds where we reprogramed some funds. After the approval of the projects the court approved the final draft and that final draft went up for public comment for 30 days, beginning June 25th and that public comment period concluded on July 26th. Within that 30 day public comment period there were two public hearings, one on July first, one on July 22nd. During that 30 day comment period we received three different comments, two during the public hearing on July 1st, one written comment. We are requesting that the court accept all of the comments as they align with the 2006-2010 priorities. Those comments, a summary of those are included in your backup, they include continuing to expand affordable housing in the unincorporated areas. Also to consider lease purchase programs to assist people with credit to build their credit so that they can purchase affordable homes. Also to continue to focus on water and wastewater and also street construction, specifically related to funding lava lane construction in the upcoming years.

Department of housing and urban development. The san antonio office. And that would include authorizing the judge to sign the related forms for that submission, so that we can turn it in on time on August 15th.
