Number 18, consider and take appropriate action on a revised preliminary plan in precinct 2, cantarra subdivision, 1215 total lots.

I understand we did a traffic impact assessment, and I wanted to know what the results of that were in regard -- of those assessments were in regard to numbers of cars and what roads would be affected?

>> the traffic impact analysis indicated or projected that there would be 20,823 trips per day, and the roads that were analyzed were howard lane and dessau and howard lane at cameron and then howard lane at the subdivision entrance road.
so there is an impact to the adjacent roads from the subdivision.

>> and the 20,000 trips per day, do we have a rating system for the congestion that the development will create?

>> what the tia indicate is that at all of those intersections they will operate at a level of d or better during peak hour time frames.
whairks does that translate to, good, bad, indifferent?

>> it's congested.

>> it's like a d you got on your report card.
it's not very good.

>> there is like a time amount that's associated with the d.
I don't remember that offhand, but I believe it's at a level that you start getting cranky when you're waiting.

>> and I bring it up not because I am against the development, but because I am in favor of ways to find the resources necessary to create the infrastructure to support this kind of development.
we don't currently have resources for that, either regulatory or funding mechanisms to handle the fact that these two intersections, very important intersections in our community will be operating at a grade of d because of the additional 20,000 homes.
I don't have any way to request or require, I should say, additional funding from the developers for the impact that this development will have on those intersections.

I sorry this, revised preliminary is what we're approving.

>> I don't know offhand.

>> I'm sorry, I do not know.

>> the revision is basically to increase density from 1141 to 1215 lots basically.
so if we were to turn this down, we would still be stuck with the previous decision of 1141?

>> yes, sir.
