Executive Session
We are ready for our executive session discussion this afternoon. Number 28 is to consider and take appropriate action on purchase contract with parke properties I and ii, lp, and gdf realty investments limited for the acquisition of land in connection with the balcones canyon lands conservation plan. And that will be under the real property exceptions to the open meetings act. 29, consider and take appropriate action on offer or offers to purchase property at 9207 and 9301 johnny morris road located in precinct 1. Consultation with attorney and real property exceptions. 30, consider and take appropriate action regarding offer received from mr. Peter barlin to purchase approximately 132 acres of land off of fm 969 in east Austin. Consultation with attorney and real property exceptions to the open meetings act. 31, receive briefing from the county attorney and take appropriate action regarding the pending litigation in Travis County, Texas and state of Texas versus coldwater development limited and rodman excavation incorporated et al. That's consultation with attorney exception to the open meetings act. And the added item that we will need our backup for is to consider and take appropriate action regarding the selection of Travis County executive manager planning and budget. We'll discuss these matters in executive session. By the way, the a-1 is under personnel exception to the open meetings act. We'll discuss these items, but will return to open court before taking any action.

>> number 28, the matter involving park property, balcones canyonlands conservation plan, move that we authorize staff to -- to on obtain an appraisal from one kim from as soon as possible and if possible to -- to pay for that from a source other than -- other than Travis County. Funds.

>> yeah. Number 30 we discussed, also. Got recommendations from staff. Mr. Roger el khoury assures us that he has in his budget enough money to hire an praiser to get an appraisal and also probably get the county owned land surveyed so we will know exactly what we own there. So my motion is to get him to do just that.

>> we talked about some other strategies and in my view we can get staff to go ahead and work with the consultants to do them.

>> do you want that to be like it's a routine transfer.

Let's mull over the information that we received and decide at some point soon exactly where to go next. We do think in the litigation the parties have been communicating and hopefully we've been communicating with the attorneys for the defendants and so it would help with the timing I guess to let us know when we can have a comprehensive public discussion of some of those issues. Is that okay?
>> uh-huh.
>> then a 1, the matter involving the selection of the Travis County executive manager. Planning and budget. I move that we -- that we extend an offer to hire to mr. Rhodes, one of the consultants rodney -- rodney rhodes, and I guess we have been working through the consultant on that and he may as well keep working with us.

>> discussion? There is a matter I guess of salary. He has his and we have ours within the range. I do think that there are two issues involved there and one would be what the current executive managers make as well as the range that we posted. Can we authorize the county judge to work with -- with the consultant to the extent necessary communicate with the rest of the court? Maybe pull mr. Nellis into it, too? And have this back on the court's agenda next week to see where we land on that? How is that?
>> I’m thinking we've had such good candidates I’m thinking maybe, though, we should actually expand our view a little bit, maybe take some more time and look at some additional candidates. Since it is just April fool's! I couldn't resist.

>> all in favor? That passes by unanimous vote. May I move also that we send a nice letter of appreciation to the other candidates that we interviewed, they were all highly qualified.

>> unfortunately we only had one position to offer and after filling that we had three left without that position, so let's do that and -- and draft an appropriate letter, maybe circulate that to other members of the court, let you all tweak it if you see fit. Try to get something out within the next few days.
