Backing up to item number 10. Consider and take appropriate action on candidate projects for 2008 build central Texas program from capital metropolitan transportation authority.
>> these are the, we've been in this program for many years now. And this is a combined fiscal year, several allocations of dollars, totaling about 1.5 million for this particular approval. We have right now four projects that are listed for funding. Two of the projects are for retrofitting of sidewalks in the wells branch parkway area and thermal drive also up in the same area where we are going in and putting in ramps and correcting sidewalks to meet the americans for disabilities act. And these are eligible under the terms of the contract with capital metro. The other is $100,000 for gill hahn creek trail. This is a trail between Pflugerville and northeast metro park. For the most par it's funded but it was funded three years ago and we're just putting it out for bid because it goes with the construction of pecan street, a public private partnership. That particular project is now out for bid. I think we have gotten them back. The trail parallel to the roadway is going to go out soon but we expect there could be a shortfall just because of the price escalation that has occurred since the project was designed. This hundred ,000--hound thousand is just supplemental funding. The last one is a project on gillihan creek trail. We had applied to campo for a grant for this same project. The decision on that will not be made until April of '08. So we have also covered that trail in the bigap funding in the event that campo does not fund the project and we'll have this source of funding for it. In the event that campo does fund, we will have a surplus of $722,000 that we can reprogram into other projects. We would ask, there was an item on this week's agenda to discuss about a transit development ordinance or study in cooperation with capital metro and city of manor. That project has been postponed until next Tuesday. One of the funding courses we were going to recommend to the court is that program funding, this build central Texas funding. We checked with capital metro to determine in fact it was eligible to take $25,000 out of this allocation and program it for that, to participate with manor and capital metro in the transit development study. If we were going to, if it's the will of the court to do that, we would take it out of the last project, gillahan creek trail phase two, and lower that amount by 25,000 and add a project called transit development planning and program 25,000 and include that in our transmit to go capital metro, knowing that pretty much said that would be acceptable if we submitted our list of projects in that manner.
>> that item was postponed as far as the manor person, phil tait. He sent some correspondence letting us know that he needed some time. So it shout be back on the agenda next week. So I just hope it's ample enough time to, for your suggestions and whatever the court decides to do, that there will be a match when the time comes around. Of course, we won't hear his final discussions as far as what scope of services and things like that that you are requiring for him to include in this particular study, won't be available until then. Right now you are just identifying that link as far as funding source to tie in to the scope of service, scope of work, whatever you are bringing the city manager of manor will be bringing back next week.
>> I am making the presumption that the court will be asked next for $25,000 to participate in some scope of work. And so before we program all of this money, this is one possible source of funding. If the court chooses not to use this, we will be looking at some type of general fund, county general fund.
>> we could back up, we could commit to back up this $25,000 with a transfer from allocated reserves if $75,000 is not enough to complete the gillihan park project. See what I’m saying? You reduce that from 100,000 to 75, take that 25.
>> not that one. It's the $722,000.
>> okay. On that one if it comes up 25,000 short, we could commit to back up that with the allocated reserves. See what I’m saying?
>> yeah.
>> either way we have it covered 25,000.
>> yeah. All right.
>> how does that sound?
>> that's fine.
>> Commissioner eckhardt? Make sense?
>> that is a possibility. Also there are other possibilities I was exploring through campo and the ctrma for funding for the manor study. The first meeting of the transit subcommittee was last night, and there was some discussion of studies that could be done for commuter rail.
>> let's take $25,000 out if there's another source identified later, we can always put it back in. We're talking about a matter of a month or so anyway, right?
>> yeah.
>> next Tuesday when the contract comes up, we need a source of funding identified. Any way to land on that other possibility by next Tuesday?
>> I’ll do my best.
>> okay. If it just so happens that it becomes clear that there is another source of funding say in February, we can always substitute probably source of funding as long as, without affecting the contractas.
>> as I see even next Tuesday's court agenda, it's really not a contract up for approval. It's a response from city manager on our intent to participate in the study. We'll have a ways to go before we have something up for approval by the Commissioners court.
>> I thought they were working on scope of service. That is what I was told.
>> it has got some work.
>> okay. I’m willing to start next year with that on my list of things to do, joe.
>> all right.
>> number 10, are we approving the recommendations by joe?
>> that would be my motion.
>> with the 25,000 allocated.
>> let's indicate our intention to use it backed up by the allocated reserve. And if another source of funding is later identified, we'll substitute.
>> second.
>> that will require another agenda item.
