A-1 is to consider and take appropriate action on request for alternative funding for subsidiary construction items for the east service center.

>> and realizing when we went back through the -- this whole issue of funding for the east service center, there were a series of line items in the road and bridge fund that we wering for paying bills, like today we have a crane at the site that is moving some box culverts into place, and we were paying for those out of the road and bridge fund through these line items. And so in addition to the amount of money we told you before, there's about $300,000 in miscellaneous line items that we need to shift over to a different source of funding. About $300,000. I believe p.b.o. Had indicated that their preference would be to fund these out of certificates of obligation, but those would not be available until April. And we are actually intending money right now and need to continue on with our progress, so if that occurs, we would need a reimbursement resolution that would say, okay, we're going to use it out of the general fund, but when the c.o.s come in in April, we would pay the general fund back.

>> so what you are requesting this $350,000 --

>> it doesn't really matter to t.n.r. Where it's the general fund reserve or c.o.s as p.b.o. Is recommending. Our main interest is just keeping the work continuing and to be able to pay the bills between now and April. So I don't think we have any druthers one aor another where the funds come from.

>> I guess what I'm trying to understand, joe, $350,000 that's needed to do the work that's necessary between here and April, what I'm asking is this. What you are requesting so make sure there is no stoppage in the work that's being performed that you will need available money now and whether they come from the allocated reserve or whatever, the point is we need the money now to continue this work that's in process, and also that it may come in for reimbursement purposes under the reimbursement resolution or the c.o. Or something like that. Is that what you are suggest ?g.

>> yes, that we would take it out of some existing source of cash right now, which would be the general fund reserve or --

>> unallocated reserve.

>> unallocated reserve. It's just a matter of whether it continues to be only that or whether the court decides to ultimately fund this out of certificates of obligation. Then you would need a reimbursement resolution for the c.o.s to pay back the general fund reserve.

>> what is the --

>> p.b.o. Would much rather see it go through the c.o. Process. We can get a budget adjustment, a resolution posted for next Tuesday and get that done. It would come from unallocated reserve and then that unallocated reserve would be reimbursed with the c.o. Proceeds come in. You are scheduled for November 1st to talk about that, finalize that.

>> instead of going through all those gyrations, why not just take it from unallocated reserve?

>> I second that motion.

>> I think we ought to take it from unallocated. Only in the most drastic emergency circumstances. There's money there in allocated reserve.

>> there's money in allocated reserve.

>> so the question is legally if after April we want to replenish it from c.o.s, are we legally authorized to do that same as unallocated reserve? No matter the answer, I still think we ought to do it out of unallocated reserve.

>> that's my motion, allocated reserve. We don't want any stoppage. It's on a time line. It needs to move.

>> so do you want it to go -- to be processed as an automatic during this week? Is that your motion? Otherwise we have to come back next week with a budget adjustment from allocated reserve.

>> if the motion passes, let's just do it.

>> okay.

>> we put a lot of one-time money in allocated reserve and this ought to be one time. Through the next budget process we ought to figure out a way -- this arises because we're getting away from the road and bridge fund, right? So we have funded these kinds of projects historickicly. So I think allocated reserve is best. That's find the answer to that question so if allocated reserve unexpectedly runs short, say during the summer months before the end of the fiscal year and we need to replenish it from c.o. Funds, then we ought to know whether we --

>> judge, if I could ask also, and jessica asked knee to make sure this is set. We're not -- she wasn't quite clear exactly what line item. You said make sure the transfers automatically to the appropriate capital outlay building account. I think we had mentioned one line item number and she thought perhaps that might not be the appropriate line. So just leave it general enough for them to find the right line item and put it into. By saying automatically into the appropriate outlay building account and passing on the --

>> that's part of the motion.

>> I second the motion. Again.
