Travis County Commissioners Court
September 25, 2007
Item 3
Number 3 is a public hearing to receive comments on the annual written plan for the records management preservation fund 028.
>> move the public hearing be open.
>> second.
>> all in favor? That passes by unanimous vote. Can we just have a one-minute overview so folk will know exactly what we're talking about here?
>> preservation fund 028 is a county clerk's records management preservation fund.
>> I would love to talk to you about how we are spending the 028 and 057, and for our viewers out there, those are just accounts from which revenue earned from filing fees helps pay for the library of records that the county clerk is responsible for maintaining. In perpetuity, we go back from the beginning of when the county was formed in 1836 and we're responsible for keeping those records safe and accessible right up until day one when people are filing documents today. We're working on several projects in both of these funds. One or two of them may be of particular interest to you is that we're working on redaction. We're very close to having all of the records that we could present for redaction contract cleaned up and then we want to put them back on the web. That process is happening even as we speak, and we're excited about it because Travis County is the first county in the state to go through redaction. And we will have some lessons learned to share with other county and district clerks about this. We're also still working on microfilm dij tiization. In most 69 records prior to 1987 when I was first elected county clerk are literally handwritten indexes. And those are very difficult to read the microfilm is sometimes not that clear so it's important for us to go back in, rescan those, try to clean them up and create an index that's been verified against those records. It makes for easy research, but it also fulfills our obligation to maintain that permanent library. I could talk to you --
>> what's the source of the funding?
>> the source of the funding is records management fees that are collected at the time an individual files a document. They are typically between 2 and $5 per document. A modest fee.
>> there is a written plan, and for those watching who would like to see that, if they would contact the county clerk or really I guess anybody at the county will run a copy of that plan down and be happy to send it or e-mail it.
>> either way would be fine.
>> now, if you are here for this public hearing and would like to give comments on the records management preservation fund 028, please come forward.
>> move the public hearing be closed.
>> second.
>> all in favor? That passes by unanimous vote.
>> thank you.
>> this will be action item number 57, which we typically would incorporate into the consent motion.
>> thank you.
