We start today's meeting with three public hearings, the first of which is to receive public comments on fiscal year 2008 tax rate and budget.

The combination of increased homestead and decreased tax rate results in an average tax increase of approximately $12 per year or about $1 a month, going from about $810 to $822. Financially on the budget side, the county is in very good financial shape. The aaa rating has been reconfirmed by both rating agencies. There are healthy reserves, and the court has been careful to adhere to its financial and budgeting guidelines. The bucket meets existing contractible and programmatic obligations as well as providing opportunity for some program growth and compensation for county employees to meet a relative robust central Texas market. The total general fund budget, which is the primary platform for operational decision-making and financing is proposed to increase from 408 million to 436.8 million, an increase of about $36 million or 9%. The largest increases in the budget are in the sheriff's office, social services and health and human services and for juvenile justice. And there are a wide variety of capital funds in the budget to meet existing one-time capital needs. The unallocated reserve continues for the 13th year at 11%, and the allocated reserve was set at $3.6 million. And that is a summary of approximately nine months of work to get us to this point with the Commissioners court.
