Health Facility Development Corporation

I call to owed the Travis County health facility development corporation. We do expect director eckhardt to arrive momentarily. Item number 1 is to consider and take appropriate action on request to approve fy '08 budge.

>> good afternoon, I'm harvey Davis, manager for the corporation. A couple of items on the budget that I wanted to go over with you. First of all, it does include the $125,000 to be committed for family elder care.

>> assuming our board is as reasonable as they have been historically.

>> that is what I assumed.

>> okay.

>> if you will recall, you approved $100,000 for the center for child protection, of which 50 was to come from the housing corporation and 50 from the health corporation. What I am proposing is that you have it all come from the health corporation, hundred thousand from the health corporation, and the rationale for that is that, one, the health corporation has more funds.

>> had healthier.

>> healthier financially. And the housing corporation, there is some extra cost that I have in the budget on the housing corporation for the visitation center project. And so this would provide more funds in the housing corporation to take care of these needs and perhaps provide more money for affordable housing.

>> questions? Sounds fair to me. Rationale is as good as any.

>> move approval.

>> discussion? Axe all in favor. That passes by unanimous vote. Number two is to consider and take appropriate action on request from family elder care for financial assistance for a new program center at rathgeber village in east Austin at the mueller development site.

>> this was the item that the Commissioners court approved during budget mark-up, and I'm here with sharon langley, the executive director of family healthcare. What I'm asking is that you authorize staff and cliff blunt to prepare a contract. And this would be similar to the contracts that we have prepared like for southwest key and other buildings projects. The contract would, and the goal would be to release the money when we are certain that they have the funds to complete the project. So the funds would be released when they have broken ground and begun construction and they have provided to us with sufficient documentation to show that they have the financing in place to complete the project. And they would submit invoices to the corporation for us to reimburse up to the $250,000.

>> 125 in fy '08 and 125 in fy '09.

>> let me ask this, harvey. Are they actually supposed to be breaking ground next year in.

>> the ground breaking is expected to be in '08 and completion in 2009.

>> I don't know. I didn't hear a second.

>> you did?

>> okay. I didn't hear a second. That's why I said it again.

>> second it again? Second again.

>> second again, Commissioner.

>> do we need to give a letter of pledge for the total of 250?

>> yes.

>> that's what mr. Rathgeber needs to see. We can do that soon.

>> sure.

>> ms. Langley is here. Any comments? You are here just to monitor what we do?

>> I'm just here to say thank you and to show such gratitude for the incredible generosity of our county. I was just told over at city hall that this city is also coming in. So this will really help us leverage what we hope will be another $2 million from private foundations and private gifts, and we will be able to fully build the new program center and more than double and ultimately triple our service delivery over the next ten years, which should correspond with the huge elder boom happening in our community. So thank you very much. Full of gratitude. Pardon me?
