Number 32 is consider and take appropriate action on the following for the Travis County health care district. A is fiscal year 2008 budget, and b, 2007 tax rate. And by the way, after this item, we will call up the other health care district items with mr. Patrick flood. And then we'll call up the Travis County budget issues. Good morning.

>> good morning, judge. Apologize for not being here on time.

>> well, it's all right. I thought you all were hinting that you know we always run behind. If it weren't true, I would be a little upset with you.

>> with us this morning is our -- for the record, carl richie, the chairman of the Travis County health care district. With us is ms. Patricia young brown who is our president and c.e.o. Also accompanying us this morning is eduardo sanchez, dr. Eduardo sanchez who is a board member. And I'll let ms. Young walk us through the presentation.

>> sir, just so I understand, you want to begin with the budget action?

>> just a brief overview. And then if we can see if there are individuals who have come down to testify on that. If so, give them an opportunity to speak.

>> thank you, sir. You have a package that was submitted to you last Friday which consists of the -- of the adopted -- the board adopted fiscal year 2008 budget and line item expenditure detail which was approved by the Travis County health care district board of managers on September 13th. Your packet includes the resolution -- we have ms. Rosy mendoza, our budget and finance chair just joined us. Thank you for being here, rosy. So you have in your package the budget, the summery as well as the line item expenditure control, and the resolutions that were adopted by the board on September 13. In addition you have in your package the summary of comments that we received through our public hearings. Our first public hearing we did not receive any comment. The second hearing we did receive comments and these are summarized in your package. And in addition we did have one citizens communication at the board meeting on September 13th. Those comments are also provided to you in that summary. Overall, our budget as adopted by the board on September 13th proposes a tax rate of .0693 cents or 6.93 cents per $100 value iation for the upcoming fiscal year, and that tax rate will support a total revenue budget of 89.7 million, 58.4 million of which will be derived from the property tax rate as imposed. Of course, our total expense budget is 87.9 million and is divide understand two categories, one for direct delivery of health care services, 93% of the budget, or 83 million, and the remainder which represents administrative and support costs of running the district. We have a capital budget included as part of our proposal. And that represents $900,000 in capital expenditures for systems, acquisitions and implementation. We have provided extensive detail about the budget in prior presentations. If you have any questions about the line item detail, I'd be happy to take them. But in essence, this is the budget that was presented to you earlier in August and represents -- there have been no changes to that budget since it was presented to you.

>> a tax bill of -- would increase by $3.03.

>> the average homestead value, which is with exemptions about 195,000, would see an increase of 3 $3.03 for the year.

>> any questions about the budget? Move approval of the fiscal twaitd budget.

>> let's go to the 2007 tax rate, which is b.

>> that rate is proposed at .0963 for the fiscal year 2008.

>> questions? And so the average Travis County taxpayer will see an increase of about $3 per year.

>> yes, sir.

>> okay. Move approval of the tax rate.

>> second.

>> anybody here on the health care district's tax rate? Any more discussion on the motion? And there is a prepared resolution here for the Commissioners court to sign. Do we have somebody to look at this along with you?

>> you have me.

>> then we'll do at the attorney for the health care district and the county?

>> yes, sir. I am, of course, happy to have someone else at the county attorney's office review that if that's the court's pleasure.

>> I'm not sure what my pleasure is.

>> [laughter]

>> do you feel comfortable doing both? If you do, no problem.

>> I do. It's always the same format that the court uses for the county's tax rates, and it is based on barbara wilson's learned expertise and drafting that for you in the past.

>> abstain again on the basis of the previous reason, relationship of my spouse
