10. Consider and take appropriate action on interlocal agreements with the lower colorado river authority (lcra) concerning county participation in the following u.s. Army corps of engineers flood damage reduction studies: a, onion creek and b wall I couldn't tell creek and the colorado river near garfield.

>> stacy, t.n.r. First of all on con I don't oni. This is really a closeout to the study. The study was completed in '06, also resulted in a 2005 bond project for the buyout of the remaining homes. In the 25 year floodplain in the timber creek subdivision in precinct 4. Staff is recommending that we approve the -- the third amendment to the interlocal agreement. It included a $45,000 savings.

>> b is an interlocal agreement to participate with the u.s. Army corps of engineers in a study of both walnut creek and the colorado river near garfield. This would be a new study, a new start. The benefits for going to the study right now is the federal government has money and -- in fy '07 to start the study. It is extremely difficult to get new starts funded in the federal budget. We have proposing using the 45,000 left over from the onion creek study to begin walnut and colorado river near garfield in fy '07 and requesting an additional $144,800 in fy '08. For the -- for the continuation of phase 1. The project is two phased. There will be a checkpoint after phase 1. Where the county can decide whether or not it wants to go forward with phase 2. Phase 1, watershed studies, identifying the problems and needs within the -- within the watersheds, space two more detail design and finding out what kind of projects would be funded by the federal government. If -- if we were to go ahead in phase 2, we would need an additional 266,000 in cash in fy '09, 150,000 in 2010, staff is also recommending the approval of this interlocal.

>> but we would have an opportunity I guess during next year's budget process to decide whether to go to the next step?

>> that is correct.

>> do we think that the savings in a will cover the cost of the first part of -- of the study in b?

>> it will absolutely cover it.
