Citizens communication is next. This item gives residents an opportunity to address Commissioners court on any matter not on the agenda for up to three minutes. Gus pena has signed in. If you are here on this item but have not signed in by the time I passed the table, this is your time to come forward too. Good morning.

>> good morning, judge, Commissioners, gus pena. I'm not here to speak on behalf of anybody but just the issues I brought up to speak to you about. Budget. This is my 20th your of working on the county budget on the county side. 22 years on the city side. The people I've spoken to have asked me to relay this message, please fund all senior citizens and youth programs. When I ran for city council in 1996 and 1997, my platform was not just a budget, public safety, but also the senior citizens and youth programs. I am a former federal corrections officer. I have my former i.d. As former i.r.s. Investigator. The reason I bring this over here is I read in the paper an article about 22 corrections officers were requested or patrol officers. I know the need for additional correction officers. The ratio of inmates to corrections officer is dangerously unacceptable. We can't wait for a new

>> [inaudible] to occur and also any inmate to get hurt. That is something that we're requesting the community. Not just me, we've had meetings regarding the budget, but to increase the amount of corrections officers for Travis County. I know it's been discussed and I heard somebody say, quote in the paper say well, we're going to give you something more than zero but less than 22. Let's make it appropriate so there will be safety which is first and foremost and paramount at corrections facilities. I would like to recognize nelds wells spears and her office for the work they do. I'm not going to talk about politics here. They are citizens, permanent residents. Whether they speak english or not, we should accommodate them. The issue is nelda and her staff did an outstanding job dealing with them and others. I for one appreciate the work that nelda wells spears has done present and in the past. I always will support her. Last item, please pray for our military personnel serving in iraq, everywhere in harm's way. Forget about the politics, let's not play politics. I served six years in the marine corps during vietnam and it was one of the worst turbulent times in the history of our country. Support them. Put aside the politics. Love and pray for the military personnel. You all have a good day.
