Let's pick up 18 and 19. 18 is consider and take appropriate action on the use of an alternative fiscal agreement for Austin's colony, section 6-b, a subdivision in precinct 1.

>> judge, a question. That I have for ann and trrn. I realize this is in the preferred growth zone. We are looking at 107 lots in one and 91 lots in another. And these exit out on to 969 where 969 and 973 roadway area. Do we have -- do we have any plans since we're all starting to get nervous about growth in areas and are the roadways capable of taking on, you know, these kind of growth areas? I mean what is the plan for 969? No plan for 969.

>> no. There is a --

>> plans for 973?

>> I think more appropriate are there any plans to improve 969. There are plans. You have the campo plan which calls for upgrading 969 to a multi-lane highway. But there are no improvements programmed to do so. There's not even a project that's necessarily commit toward that. So yes, this is a core do that we have our eye on because as more and more developments do occur along 969, there will be the need to upgrade the roadway and it's going to run into the same budget constraints as all the other facilities in this town.

>> but this is not far from 973.

>> 973 is -- yes, 973 is the north-south arterial and this is the east-west.

>> this is how far from 973? About.

>> it's about a mile and a half. That's about right.

>> 969 is really in good shape up to 973. East of there you are talking about a two-lane highway that is more akin to the old 2222 than any other road in Travis County that I know of. You are talking a mile, mile and a half of kind of a fairly dangerous roadway there.

>> uh-huh.

>> if I may, Travis County t.n.r., as the new subdivisions have come in along 969, they have done advanced spending agreements with txdot for turn lanes, and I believe a signal has been signalled at Austin colony at 969, which adjacent to delta post road -- or across the street, I'm sorry, from delta post road. For.

>> so obviously we need to try to keep an eye on where we're -- how we're going to identify these dollars. I mean you're right, in the campo plan, I knew it was in the campo plan, but the news we got yesterday where we are perhaps, you know, anywhere from a billion to a billion and a half dollars short on just our t.i.f. Plan, we are going to be -- I mean we are going to be challenged, you know, with regards to how we're going to take on these needed upgrades of these road systems. I mean because they are -- I mean it's legitimate, whether it's on 71, whether it's on 969, whether it's on 290, whether it's on 183. I don't know how we're going to deal with it. I think that's the problem that we've got with campo trying to identify these kind of dollars and I think that all of us are probably going to, you know, offer up or at least engage in creative ways to -- the senator said something about perhaps we even need to look at costs of some of these projects. But we are challenged, I mean, in this community with a number of road systems that we have and it's probably time for us to really roll up our sleeves and determine what we're going to do with the roadways and how we're going to afford or pay for them.

>> and certainly in regard to arterial roadways, not necessarily on the state system, we had proposed in the draft legislation some ability of counties to assess impact fees so that we could start recouping some of the cost of the added capacity that we need to serve these developments. So we're very aware of the short fall of funding. We have it here at the local level and they certainly have it at the state level.

>> move approval of 17 and 18, judge.

>> 18 and 19.

>> 18 and 19.

>> seconded by Commissioner Davis. Any more discussion? All in favor? That passes by unanimous vote. Thank you all very much.
