Anybody else signed in here for citizen communication to address the court on any matter not on the agenda. Is mr. Ybarra still here? This allows residents to address the court for a full three minutes on anything not on the agenda. Morning.

>> morning, folks. My name is tomas. Greetings honorable judge Sam Biscoe and Travis County Commissioners. Today I come before you as a homeless advocate. I have come before you in the past to find out directly if y'all would fund the arch. The answer is yes. I'm requesting a 90 day suspension of all funding. An ad hoc group of individuals representing homeless men and women who have been banned from the arch for life. We want to find out why. Also, we want to find out why our voter registration cards for those that are homeless and we were denied to vote in November of last year because when they got sent to the arch it got sent back to ms. Spears' office. These are serious issues concerning the homeless in Travis County. I came before y'all almost a year ago and I told y'all 22% of america's homeless are living or start to go migrate to within Travis County. That's a fact. You have families that are living within camp sites. Homelessness is very serious. And I don't plan anything in my life. I never have. Judge, you know me. I can't wait for the next night. What's going to happen, going to approve the proclamation July 21st as Austin Travis County veteran and sacrifice day in Travis County. I didn't know y'all were going to do that. This is a serious issue what's going on down at the arch. Y'all need to ask questions. And it's not business, it's not personal. Certain staffers, and I'm not going to mention any names for legal purposes, have banned these individuals. And I cannot step one foot into the arch otherwise I get arrested. And I work at the arch! So how can an employee who is right now a pauper under the Texas oath, judge, you know what I'm talking about, these are serious issues. So I come before you for that. Find out what's going on. I can't go to the city. It's a city facility. I'm a former city employee. I worked to work at parks and rec. So please -- so on a positive note you're going to do the resolution. And I am proud of Travis County and proud of being a native son because we've been wanting the governor's office to fly the mia flag over the state capitol since day one. Travis County I'm proud of you. You fly the Texas flag, the american flag and the mia flag. So I respect this body. Fleas find out why individual homeless, men and women, are being banned for life from the arch. Now, I've got hudzah, I go. When I was using the arch for my mailing drearks that's when my voter card got sent back. I was there that day when hundreds showed up. I couldn't wait to vote last year and it got sent back. And may 29th, this is official business. I'm not here, you know, Travis County, this is to certify that on may 29th, 2007, tomas ybarra, my mailing address, my certification number is pending, my precinct number was pending and my date of birth, July 9, 1952. And it was signed by the deputy registrar for ms. Spears. So I didn't even plan this part. This is just something personal on my part. And I saw her walk in the door and I just required that I'm packing my new thing. So please look into it. Suspend funding for the arch for the next 90 days. We're boycotting for the next 90 days. We want -- there are things happening there that shouldn't be happening. Osha should shut it down.
