Citizen's communication is next and three sit ens have signed in. This is gives residents an opportunity to address the Commissioners court on any matter not on the agenda for up to three minutes. Greg pease is first, who will be moim moim.

>> morning. How you doing today? Once again I'm here about trying to get in front of the grand jury. We still don't seem to be able to get any progress, doesn't get any response at all from the da anymore. You said the first time, four weeks ago that, if you wrote to you, you'd respond. I wrote to you asking when we could get it and I still haven't received a letter back from that. You said last time you weren't empowered, but we believe that you are empowered to do it, and I would like to you put it in writing as to why you're not empowered to do it and why we can't get in front of the grand jury. Everything I see, it says that any time that we come in and try to report a crime, they're obligated and duty bond to let us go in front of the grfnlght and for some reason we're being totally stonewalled over bill bender not having an oath and never having an oats for like the last five years he hasn't been in compliance with the constitution article 16, section 1. He also doesn't have an anti-bribery oath and also, when they're assigned to a court, they have to have an assignment. And there are no assignments for him. He just goes around throwing people in jail willy-nilly for no reason whatsoever and we never seem to be able to get any redress. We know that they're felonies. I'm sure the da knows their felonies. And this isn't like wilford aguilar getting two d.w.i. Tickets and then resigning so they can get dismissed. It's not like someone drinking and driving and gets off because later it's a diabetic issue. It seems to happen only one time in Travis County. We have issues with these and we would like to get in front of the grand jury and we would like to find out what's going on. We think the grand jury should be entitled to hear us. We would like to do that. And there's got to be a way to get there. We have the will and we have the patience, and you're supposed to get us a way in there. That's your duty. And we'll keep asking you and we would like you to do that, please. Thank you very much.

>> good morning. Since I teach history classes as a general rule, I just wanted to give a little history class to the people in Travis County about property taxes. It's a real bane and a sore for all of us, and I have researched and researched ed and can't find any authority for property taxes and I just thought people in the watching audience should be aware and maybe they could start looking themselves for anything. I appreciate your prompt answers to my request, judge Biscoe. The last one you sent me said that a tax lien is statutory and operates automatically via section 32.01 of the tax code. And the language in the statement from the tax assessor collector is base on the provision which says the lien attaches to the property on January 1st of each year. Then you say a suit for delinquent taxes seeks to force on the legislatively enacted tax lien that exists in favor of a taxing entity. Legislatively enacted tax lien is sort of a misnomer there. The legislature cannot enact in a code a tax lien because they have no authority. They have no power. If people out there would just bring up the Texas constitution, put in the search engine power, they will see all the powers that were given to the government by the people. And powers not enumerated can't be exercised. The big constitution, the u.s. Constitution, gives the legislature the -- gives the congress the power to lay and collect taksz. They have that power. The 1845 constitution of the republic of Texas under congress, the first line says that congress has the power to levee and -- levy and collect taxes. The constitution of Texas has no such power enumerated to its legislature, therefore it goes over to article 8, which is tax and revenue, and then it comes up with mean for counties to enforce taxes. However, if the legislature doesn't have the power to tax, they can't pass it on to the counties. The counties are legal subdivisions of the state of Texas. The state of Texas has been determined, cannot lay and collect ad valorem taxes, therefore they are illegal extensions. The counties don't have that right and a legislature that doesn't have the power to lien and collect taxes cannot enforce or make a code that does enforce taxes. So it's a real constitutional problem. And also, I have a problem with what passes for the constitution anyway because the very definition of a constitution is a document which can never be revised, only amended. And this thing has revised and revised and revised.

I have previously informed you Commissioners of felony crimes being committed by the people that you pay and it's obvious that none of you Commissioners care about right and wrong and it's obvious that none of will you do anything to reign in the corporation that y'all finance. So I've come here today to shed a little sunlight on your ver min infested courthouse because I believe that sunlight is the best disinfectant. The sheriff heard us talking last week in the hall of the mother of the poor man who got thrown in state jail for 14 years because someone forged a judgment against him without a trial and the sheriff scurried away like a fat little cock roach. And I think it's disgusting that the people that you pay to enforce the law and protect this community are so derelict in their duties. But that's another story. Today I will tell you about a violent pedophile that enjoys kidnapping two-year-old boys. You having paying this pervert and I thought you and all the good folks out there watching on tv would like to know what you are paying for. On the morning of Wednesday, August 14th, he forced his way into my house without a warrant and into my bedroom. As I sat on the floor talking to 911 with my two-year-old son on my arms, he pulled my son from my arms. As I repeatedly told him to stop, allen red kept pulling without any regard for my baby's safety. Finally I was forced to let go of my son to prevent allen red from injuring him. Allen red then told me if I didn't comply that my baby would be placed with child protective services. He had no judgment, warrant, nothing, just his gun and attitude. And all this was right before allen red and his buddies stole most of my body and trumped up a false charge against me of burglarizing my own house. Bill bender throwing me in jail last year for no cause was a a history of abuse that you have inflicted on me to persuade me to abandon my claims in this matter. You pay thugs to lay hands on babies and' use them as tools to terrorize their parents and when that doesn't work you pay more thugs to use the jails as your own personal done Junes and you should be ashamed of yourselves. And my the lord have mercy on your miserable souls.
>> I have a question. The circumstance regarding the trespass, was this in pursuit of a protective order?
>> no, this wasn't. This was in the pursuit of stealing my house without a judgment that was in favor of a non-suited plaintiff and I've been in here I've been this matter with trying to get in to... I want to talk to the grand jury.
