27. Consider and take appropriate action on request to proceed with public review of the proposed master plan for milton reimers ranch park in precinct three, including the mailing of more than 500 flyers advertising the public review process

>> move approval.

>> second.

>> [laughter]

>> thank you very much.

>> motion and second to approve this item and the county judge put his support along with adding the following to our list of people to notify.

>> okay.

>> some of these are already covered. Neighborhood council, you said neighborhood associations, boy scouts and girl scouts you have already, runners association, bikers, bird watchers, school biology association, does that exist?

>> I don't know of any school biology and we, you know, with school ending we kind of haven't pursued contacting schools but I will investigate.

>> I bet we can call one person at each district find out. Then I have hill country alliances and groups.

>> they are already in the data base.

>> fishermen.

>> there are some fishermen in the data base. They are not an organization per se, but we definitely have fishermen in our data base. Outdoor

>> [indiscernible] our environmental groups, workforce programs, that do parks and environmental work.

>> yes.

>> development programs that do work --

>> yes. Automatic youth works, yes.

>> a.d.a. Groups, some of them have come in here, by the way that was in your literature.

>> that was in my literature?

>> sure was.

>> yeah, yes.

>> and then I have outdoor campers. The same as outdoor groups? The campers association? People who do camping?

>> we don't have a -- a contact for that group per se.

>> we can't have the jousters since we are not having horses.

>> that list is to say if I were doing it I would try to contact these people. Normally if you contact one, they can put you in touch --

>> I think there's an association of wild pig hunters.

>> nothing than anything else, in addition to the public hearing, public comment opportunities, I think that weapon want to use this as taunt to let others know hey this park is available for use in the future.

>> metal detectors.

>> that's a good point.

>> shh.

>> we haven't heard from them recently. I was hoping not to stir 'em up. Any more discussion of the motion? All in favor? That passes by unanimous vote.

>> thank you all.

>> thank you. _____________________________

>> get the bcp fees at the same time here. The --

>> 19. 19.

>> move approval.

>> second.

>> bcp --

>> ______________________________ 19 19. Consider and take appropriate action concerning the revised fee schedule for participation under the balcones canyonlands conservation plan - shared vision for a period of two years (until July 14, 2009). Consistent with the county judge's long standing policy, which this court has adopted from time to time, we need a public hearing before we adopt these fees. My recommendation would be that we have a public hearing in June. And -- and post as an action item adoption of the fees either that same day or shortly thereafter. Some years ago we established a good policy of having a public hearing on fees before we adopt them. Now to be honest typically we don't get a whole lot of people down, but every now and then we do. Especially about -- about this -- the bcp and a little bit different than parks and park users. But this will impact prospective developers, expectant developers, right? Any problem with that?

>> two weeks, June 4th?

>> second.

>> a week later. The 12th.

>> the 12th.

>> post it for action the same day.

>> just a reminder judge and commissions, kevin connally with natural resources. The recommendations to change the fees came from a citizens advisory committee, was provided to the public then, it was also provided to the public before the bcp coordinating committee, both of those bodies agreed and approved those recommendations. We are only bringing them forward to you as a result of those previous public meetings. But we will be happy to certainly post per your request, sir.

>> there's no reason to expect opposition but in a democratic society you always offer the opportunity.

>> yes, sir.

>> quote me on that y'all after I leave the court. Any problem with that?

>> no.

>> no.

>> June 12th we will have the public hearing. All in favor? That passes by unanimous vote. ________________________________ does that get us to executive session?

>> 10.

>> you are going in the wrong direction. I'm trying to go to the end you are going back to the beginning. _______________________________ 10 10. Consider and take appropriate action on comments in response to proposed rule 251.6 by Texas commission on state emergency communications regarding use of revenue. If you read this letter, my recommendation is that we delete the last paragraph. Requesting a public hearing. I am given on good advice that those who are likely to benefit from this rule would be the first to show up for the hearing and we don't benefit from the rule, we benefit from not having the rule. So we just -- comments are fine, except we hereby request a public hearing, we don't do that.

>> second.

>> that's not to say others won't, but certainly doesn't come from us. Is that okay? And the letter otherwise is fine.

>> okay. All in favor? That passes by unanimous vote. Thank you, mr. Wilson for doing a fine letter for us, john.
