23. Consider and take appropriate action on three appointments to serve as voting members of the capital area regional transportation organization (cartpo): move that a and b.

>> second. A is Commissioner Daugherty that to are appear point here and b is -- I think beasked mayor murphy to attend. She's been to all of the meetings over the last couple of years which is why I think we ought to confirm her appointment. Which is b.

>> does that affect c?

>> I was going to call it up next.

>> all right.

>> in other words by acting this way, acting on this I guess my question is this -- is there -- new mayor of manor, I'm just wondering if when this application, these processes have taken place, did it go after the election that manor had conducted on may 12th, did the application get there before that otherwise prohibiting participation maybe by the mayor and others in the city of manor that we just recently elected on may 12th.

>> the letter was sent out on April 24th.

>> [multiple voices] that would have preceded the election. They were probably in the midst of the election at the time that the letter was there. It was due back on may 4th.

>> okay. Well -- anyway, my concern is that we want to make sure that we got some representation on the eastside on this thing and so I'm concerned about that. They may not even be interested, I would like to see if they were. That was why I possessed the question not a -- but b to make sure we get some representatives there.

>> we have a discussion of somebody out of Pflugerville? That would be the eastside?

>> yeah. But did manor get a chance to participate?

>> 22, 23 cities in Travis County. I don't know whether manor has a slot. I have no problem with somebody east of 35 being represented but I don't know that it ought to be manor. I don't have any problem with manor, but with I don't know that we ought to hold this up because there's a new mayor down there. My guess is based on what I have been reading in the newspaper, cartpo may be the last thing. Do you want to request to delay.

>> I would like to give the judge an opportunity to see if they have an interest.

>> I think we ought to move on a and b, c get the recommendation decide on how to move on it. If we want to wait another week -- it doesn't bother me.

>> if we are going to wait a week I wouldn't want to move on all of it. I see what you are saying in regard to diversity, geographic diversity in our representatives at cartpo. As it stands two outfit three would be western Travis County. I see what you are saying. I think if we delay we should delay all of them.

>> Daugherty and I have -- the court authorized us to represent the court at some point in the past. I just stopped going to meetings because really sort of what they do is sort of clashes with canpo because you are going to txdot for the same dollars. Really, I just -- backed out without giving any sort of explanation. So Daugherty I put reappoint Commissioner Daugherty because he's been to all of the meetings. Mayor murphy has been to the meetings, also, if one member of the Commissioner Daugherty, one member to the west, if the court's inclination is another member east of 35, I have no problem with it. I think the -- there's a big meeting this Friday that supposed to discuss important stuff. Even if we come up with somebody east of 35, they won't be able to make an appointment by Friday.

>> I just want to make sure that they have an opportunity. Since their elections have not been held, we didn't really know. I guess -- I guess the application joe I guess I need the -- to ask the question were anyone notified.

>> yes, absolutely. We were in direct conversation with the mayor at the time, I guess the mayor who did not run for reelection.

>> I'm sorry. What? Previous mayor resigned.

>> yeah. That was the -- the person said don't send the letter we are in the midst of leak, we don't have anybody and they were not interested at the time. That was their point.

>> we have not had a whole lot of Travis County people just itching to serve on this committee.

>> no.

>> to be honest a whole lot of people have known about it. I mean, I'm -- I remember when they created it and I went to the first few meetings, they were interesting, then I realized what they are doing really is sort of on a smaller scale of what campo is about. In Commissioner Davis and Davis want to vote for an east 35 representative, have a subcommittee of the court work on it and take another week or two, I didn't have my problem with it. I do have a problem with delaying a and b. It won't hurt me but for the last 60 days they kind of have been saying we are going to make a major decision on Friday, whatever date it is, we need cartpo, county representatives to cartpo present.

>> I don't have any problem with that, judge. I just want to make sure that we notify them, give them an opportunity. That's my concern.

>> okay.

>> I second the motion to do that.

>> if they turn it down, they turn it down. But I would like for at least to give them the chance.

>> is that in your motion to do that. Be ready to explain what cartpo is when you contact them. Who else did you all contact?

>> we contacted everyone.

>> I was going to say.

>> the other mayor reseen and kind of left

>> [multiple voices]

>> we will contact the new mayor.

>> who is the new mayor by the way?

>>

>> [indiscernible]

>> joe sanchez.

>> yeah.

>> he was the mayor before. But now he's the mayor again.

>> oh, okay.

>> bring this back in two weeks.

>> joe, contact him and let me know about that.

>> I think we ought to try to have two people at the Friday meeting, though. It may go to -- the meeting may be to go to texdot and have Travis County not receive any money. We need two people if that's the motion.

>>

>> [indiscernible] interested in doing it, prepared to serve. Mr. Gonzalez?

>> talking about 3? 3 people?

>> yeah. C. The c would be the third person.

>> let's hold up on c. If that's the case, we just do it. In Pflugerville.

>> move that we hold off on c and approve a and b today.

>> second.

>> discussion? All in favor? That passes by unanimous vote. Do we want one more week on c or two.

>> one more -- joe --

>> one week is fine.

>> one week.

>> is there like a little information that explains what cartpo is all about.

>> we can get some. Let's do that. We will have it back on the court's agenda next week. And, joe, you will notify Commissioner Daugherty of this --

>> [laughter] very special assignment and mayor murphy.

>> certainly will.

>> okay.
