Number 2 is a public hearing to receive comments regarding request from genesis capital advisors, llc, that Travis County sign an application for a revised preliminary plan that covers both a private tract and the county-owned balcones canyonlands preserve tract commonly known as the nootsie tract. (.

>> good morning, my name is rose

>> [indiscernible] I work for the transportation and natural resources for Travis County. The nootsie tract is part of the tract for balcones canyonlands preserve, it's off of 620. We wanted to have this chapter 26 hearing today to talk about an issue that we are interested in, granting a drainage easement across this preserve tract for the parking or subdivision development that is -- that is immediately adjacent to the preserve because it -- their water would drain across our preserve land and it's the county's -- county attorney and county staff's feeling like grant an drainage easement across this land will actually benefit the preserve by giving us more certainty, more protection for the water quality and quantity that would go through the preserve land. And so because this property was acquired with federal grant money, there are a variety of steps that we have to go through. Also, because this preserve tract is actually a lot in the subdivision, that they are needing, that the developers are needing Travis County to sign-off on their preliminary plat application in order for them to go before the city of Austin and so they are needing us to approve some changes, some minor changes in this. The draining easement being one of them. Another is a swap of entitlement uses where there was an area on one of the lots that's now in the preserve that it used to be multi-family and so we are swapping a multi-family for an office retail between the reserve and the developed area. So that is another minor change. So we wanted to bring this before you today to answer questions, to receive public comments and -- and to talk about some of the issues related.

>> not that I have heard of.

>> will this change be minor or major?

>> this would be not even -- as far as the preserve permit is concerned, this is neither a major nor a minor amendment. We had talked to our local fish and wildlife service office and also the albuquerque office. We do need to get permission from them, but it's not a change of our permit, per se. That we will have to get approval from fish and wildlife service through the grant section because this property was acquired with grant money. So, therefore, we will be talking with fish and wildlife service and getting their final approval. That is pending. We are talking with them, that has not come yet.
