Moving on, 20 a. 20 is to review and approve requests regarding grant proposals, applications, contracts and permissions to continue: we approved b and c. A. Grant application with Texas alcohol and beverage commission to provide funding for equipment and educational materials to prevent underage drinking violations;

>> I do.
>> I was looking at the performance measures aspect of the grant. I often find this, this isn't just with y'all.
>> performance operations of six in fiscal year '08 college campuses of four, do we have the progress from -- from previous years, if this is the continuing effort. This is not a continuing grant application, this is a new application. There are educational programs out there. I don't believe they really targeted the colleges, I know that we have not. There's a new effort on our part altogether. Most of the educational efforts focused more at the middle school high school levels. We wanted to try to engage the older clientele, so to speak.
>> in answer to number 6 on a -- I can't read the bates stamp, I believe it's 8 and 6 or 06, this is the expansion of our current efforts in combating underage drinking. Do we have any metrics that measured our efficacy in our efforts preferencely.
>> I would have to get with gloria and see if she has any stats on that. I don't have them at my fingertips or in my head. I will be happy to get some.
>> the other thing take strikes me, as far as performance measures, again this is an ax that I grind all the time, not just y'all, but weekend enforcement operations in educational presentations, in my mind, are not really performance measures. They don't measure the performance, they are descriptions of the performance. Whereas in answer to number 1 there is the performance measure, impact not only the existing under age drinking problem, but also provide strategies to decrease dwi and alcohol related traffic accidents and fatalities. What I would like to see as far as measurements of performance are -- are -- an impact on the existing underage drinking. And a decrease in dwi and alcohol related traffic accidents and fatalities. I think that's the real measure of our performance. So I -- I have looked to -- to -- I have looked forward to seeing those sorts of measures as an indication of our effectiveness in our -- in our current efforts combating underage drinking.

>> now, does the grantor have performance measures?
>> I may be ill prepared to speak in front of the Commissioners court today. I apologize, this is a first for me.
>> send us an e-mail.
>> forgive me the nervousness. But will that be sufficient if I gather the information and send it to you or come and meet with you?
>> fine with me.
>> I have no doubt that this grant is going to be useful to us. I'm only asking for a finer toothed comb in measuring its effectiveness. I'm certain that it is effective. I just like to see the measurements so that we can -- so that we can better understand how we are impacting and where we should expand or contract. And for instance right after that grant proposal in our backup is a grant proposal for family drug courts program, which provides a great example of performance measures in page 29 and 30. The last one, two, three, four, five measures are true measures of performance.

>> that -- that might be instructive.
>> all right.
>> my only question was that we touch base with the grantor, find out if the grantor has performance measures. If not --
>> actually, quite frankly.
>> if so, send those to the court in writing, we would like to hear them. The 25% local match is already in your budget.
>> yes, that's correct.
>> anything else from the court?
>> move approval.
>> second.

>> I will be better next time, thank you.
>> you did great this time.
