3. Consider and take appropriate action on request from Austin-Travis County mental health mental retardation (a-tcmhmr) for resolution in support of transformation community collaborative project and designating a-tcmhmr as lead agency. Then back up and take number 2.

>> good morning, judge, Commissioners, executive manager for health and human services. What you have before you is primarily a request for a grant application. And a part of that grant application is a resolution designating Austin Travis County mental health, mental retardation center as our applying entity. This grant is provided for planning purposes or its intent is for planning purposes in the mental health arena. And so, therefore, our mental health authority has responsibility in our community around the issue area of mental health and so that is why staff is recommending that -- that the court approve this resolution today. The proposed planning efforts to take place should this grant be awarded would involve -- would involve looking at information sharing in the criminal justice system actually. So they have been film -- there have been preliminary meetings with both the sheriff's department and the juvenile probation department to determine their interest and willingness to commit staff resources to work with the indigent care collaboration and health and human services along with Austin Travis County, mhmr, to determine how we can best make information more available regarding services to this particular population. So that would be the -- the nutshell version. I have here

>> [indiscernible] the director of community relations when Austin Travis County mhmr.

>>

>> [indiscernible]

>> [inaudible - no mic]

>> so they would be available for any questions that you might have.

>> questions? This really is a -- is intended to give our community an opportunity to collaborate further in the area of mental health.

>> the indigent care collaboration and the data repository, as she said we met with Travis County sheriff's office staff and gardner-betts juvenile justice center staff. We are very excited about the opportunity to start looking at mental health and health care data in a more integrated way.

>> okay. And we are doing much better in this area now but there's still room for improvement.

>> yes, sir, there is. You have made a significant contribution in the past to years.

>> this court has.

>> yes, you have. We appreciate all of you.

>> I would also add that the grant for the first year would be $50,000. There is not a fiscal match to this grant and there is opportunity for renewal for one or two years. So we are very hopeful about that as well.

>> do the other entities have an opportunity also to -- to apply for grants? In other words is this from the -- from the input from all of the other entities involved in this? Or just Travis County?

>> the -- the other communities?

>> yeah.

>> no, it's county based. So --

>> county based but --

>> just county based.

>> yes, sir. But it's open of course to 254 counties for the state.

>> okay. I just wanted to get some clarity on that. I didn't really know. Okay thank you.

>> you're welcome.

>> could you just -- getting the big picture on this, what essentially the mission statement of the Texas mental health trangs form transn plan is?

>> the emphasis is to reduce fragmentation in mental health services to increase integration between physical and primary health care and to also focus on education in the criminal justice and schools. Those are some of the areas. So increase partnerships across local and state agencies. To go no change that will improve the overall system. Information technology is considered a -- you know a foundation piece of this.

>> great mission.

>> we are real excited. We really hope that we compete very nicely with one of the six awards.

>> I move approval.

>> second.

>> I need to abstain my spouse is employed as Austin Travis County mhmr. All in favor? Show the rest of the court voting in favor. Show the county judge abstaining because his spouse is employed at Austin Travis County mhmr. We will have the resolution available this afternoon. Okay, should we just put it in the mail to you.

>> we need to pick it up, it's due tomorrow at noon.

>> [laughter]

>> you don't want to put it in the mail.

>> no, no, no, no.

>> we will get it to you.

>> I will wait right here.

>> five minutes.
