Item 30
30. Consider and take appropriate action on the following: a is Travis County healthcare district's fiscal year 2007 budget; and. 30 b is Travis County healthcare district's 2006 tax rate.
>> good morning.
>> good morning.
>> hi.
>> we just wanted to spend a couple of minutes with you today reviewing the materials that were handed out to you, delivered to your offices I believe on Friday regarding the adjustments that were made to our fiscal year 2007 budget. And our chairperson, mr. Clark hydrick is going to review those with you. And we have two board members with us here today to answer any questions that you may have.
>> where we were last Tuesday at the end of the day is that you all had indicated that a 7.34 cents tax rate would be appropriate, which represents 6% increase in the effective rate from last year. It results in a $978,777 reduction in the proposed budget. As we indicated to you, last week, we met, we were going to meet and have met last Thursday night. We ended up adopting a budget and the tax rate of 7.34 cents. That budget takes the 978,777, 500,000 from our allocated reserve, 100,000 from our operating expenses, I think the thought there was that we would take 50 out of the consulting budget, 50 out of the communications budget. And $378,777 out of our enhancement line item, which in the major budget categories is under the health care delivery category. And the subcategory if we would put it in the enhancement line item. And the total is -- gets to the 978,777 and I believe we have sent over to you a pretty comprehensive set of materials that reflect the line items where those items are and we are certainly prepared to take questions .
>> questions? If Travis County from the allocated reserve the Commissioners court has the authority to tap it any time we see fit between October 1 and September 30th of the next year. Health care district managers have the same authorization.
>> I'm not sure, do we?
>> for the allocated reserve?
>> allocated reserve, right.
>> I believe the way -- I believe that that's correct. I might look to ms. Wilson to see if that verifies.
>> so the budget ends up being a total of how much? How much money? Because our motion probably ought to just state that.
>> correct. The -- the total -- the restated expense line, are you referring to the total expenditure line item, the line item expenditure control totals. I want to make sure that I give you the right numbers, sir.
>> all right.
>> 30 a we say the fy 2000 budget. I'm looking for that number because the motion really ought to state that number.
>> okay. The total expenses related to fiscal year 2007 are 134,571, 642.
>> million not thousand.
>> 134 million.
>> I'm sorry. [laughter]
>> we didn't ask that you reduce it that much.
>> we went way down, your honor [laughter]
>> we took your advice to heart. 134,571,642. That sounds better.
>> move approval of that number as the fy 2007 budget.
>> second.
>> discussion? All in favor? That passes by unanimous vote. The tax rate?
>> excuse me, sir. I'm so sorry. I read from the wrong column. Can I modify my submission, it's still 134 million.
>> I was going to ask you.
>> 134,092,865. Thank you. Apologize for the --
>> $134,092,865.
>> yes, sir.
>> move approval of that as the health care district's 2007 fiscal year budget.
>> second.
>> discussion? All in favor? That passes by unanimous vote. The tax rate?
>> .0734.
>> move approval of that number as the health care district's tax rate for fy '07. Discussion? All in favor? Show -- did you approve the other one?
>> yes, I think it's prudent use of the money.
>> just wanted to make sure. Show Commissioners Davis, Gomez, Daugherty yours truly voting in favor and against Commissioner Sonleitner, thank you all very much for working with us.
>> thank you, judge. Appreciate it.
>> that's to reflect my previous week's vote that I felt we should have more flexibility. But if this is the rate, that's a prudent use of the dollars.
>> you have always been a model of consistency for us.
