27. Consider and take appropriate action on request to clarify action on placement of a Travis County wellness clinic at 5501 airport boulevard.

>> good afternoon, alicia perez, executive manager for executive operations. Judge, you had asked for more information on the creation of a wellness clinic at airport boulevard. Just do recap, several years ago the court created a program for employee wellness and they situated the first clinic here in the downtown area campus --

>> alicia, not to cut you off, but I talked with dan and asked for specific information. In view of the lateness of the day, whether I like it or not, we're close to being here. There are some issues that are here. We need to understand I think the budget impact, the commitment on taking the clinic to other employees, the parking situation, and those were the three that I chatted about, parking situation we may not know about until we see the impact. It will have some impact, and based on what's happened in the past, county clerk and maybe our tax assessor will be down here complaining about that, fwow the extent that we can control parking impact, I think we ought to do it. Wire really about money -- we're really about money wrand it is. And that's what dan put together here. Can we just jump into this?

>> I don't know whether the rest of the court --

>> let's do it.

>> we know the history of it, right?

>> do you have the spreadsheet? Okay. On the spreadsheet, what we did is we kind of divided the cost. The total cost is about $62,000 in rounded off numbers. And which we have a construction cost of about 44,000 and the rest of it would be 9,700 for ffme. And these are for the waiting rooms and clinic office furniture, and then have you a con continueient si in the bond for about 7,000 -- I mean, $8,000. What that is, all this money is already, except the furniture, the construction is part of our budget you approved early irrelevant last er last year. So the money is is there. We're not asking for any money on the construction. What we're asking in the money is the 9700 for part of the submittal for the phase 2, which the clinic is part of it. And back early on last year we presented to y'all the layout of the second floor for the phase 2 airport boulevard, and in it we have 810 square feet assigned to the clinic women's program. And the layout of the women's clinic is a waiting area, two exam rooms and doctor's office and reception area. And I do have a plan so I can --

>> how much would the clinic across the street cost?

>> on the usb? I don't have the numbers right here in my mind, but I will be happy to provide that to you, yuj.

>> I think one point, yuj and Commissioners, is the cost of having the clinic in there is 20,000 additional dollars, of which we've transferred 10,000 in facilities to our fy '06 budget. It's approximately nine thousand dollars to $10,000 that is remaining.

>> how often do we use the airport clinic?

>> we anticipate it to be open at least four days a week.

>> and how do we provide services to, say, the transportation employees? We've combined two and three, about to combine one and four. Maybe that's a few years a off. So you have two locations over there. So how do they get clinic access?

>> the clinic physician will be doing off site visits that will include education and health screengz. The health screenings will be done in the morning phase while employees are fasting. It will require follow-up care because you can't provide the extensive clinic services that are provided in an outside location, an off site location because you don't have the clinic equipment first of all to do physicals, to do lab tests, to do cultures. So there is a follow-up phase or an acute care face faiz that has to take place and the clinic and airport will facilitate those employees who do not work downtown in the thearz you're mentioning, precinct three, precinct four, precinct two, as well as retire ooez. And there are a number of retirees who flif the east, northeast and that part of the city. And dependents. We have 7,000 participants in our health plan, of which about half are retirees and exents. It's important that we reach that aspect and that group of participants if we're going to really have an overall impact on controlling airport costs. I think that approximately 40% of the employees work outside the downtown area and we need to be tiebl offer them services. Once they complete phase 2 and the other facilities at the airport area are completed --

>> it will be more than 300 plus employees on the airport boulevard phase one, phase two, and the buildings with the sheriff and the fire marshal is is going move in.

>> so this clinic goes to what building.

>> the airport boulevard phase two.

>> where the county clerk and the tax office is, that other phase.

>> the far end.

>> the one that we're trying to construct right now.

>> so the screening and tests for transportation employees will be done where?

>> at their job sites.

>> okay. Did somebody look at the parking impact?

>> our understanding on that parking, because it's going to mainly be taking care of all the employees already there on that site, so not much parking is going to be affected except for any retirees and also the family members. And we don't know at this time how many. We cannot have the analysis.

>> what we can do, judge, is coordinate with the tax office. We know that there are certain days of the month and the year that they have a high volume, so we won't provide clinic services at that time. That would be one of the days that we go on site, maybe to tnr.

>> who do I contact for a 90-day report three months after implementation?

>> dan mansour.

>> okay.
