Citizens communication is next, allowing citizens to address the court on any matter not on the agenda for up to three minutes, jimmy castro is first, phillip a. Dick is second. Good morning.

>> good morning, judge Biscoe, Commissioner, staff, my name is jimmy castro, here on speak on my own behalf, here to remind everyone that Tuesday, August the 15th, marks the first day of school for the 78,000 students of the Austin independent school district. This first slide shows all of the preparation that's been underway for the anticipation of the Austin independent school district's first day of school on Tuesday, August 15th. There's been teacher training this summer, in service training for the 5,400 teachers of the Austin independent school district. Especially for the 750 new teachers of the Austin independent school district. The office employees have been helping with preregistration. The classified workers making sure all of the school facilities and buses are ready to roll. And the teachers have been working on all of the decorations in the classrooms, in which a teachers paid for with their own money. All drivers need to remember the speed in the school zones is 20 miles an hour. And failure to observe the school zone speed may result up to a $250 fine. All drivers need to remember the school bus law which states to stop while school bus is loading and unloading students and failure to observe the school bus law may result up to a one thousand dollars fine. Among the most obvious, but forgotten items on the school list is making sure that your child's immunizations are up to date. The Austin Travis County health and human services combined with the Texas department of health is offering the shots for tots programs. Keep it in mind that school children will not be allowed back to school if they have not had their shots. Finally, another annual events is the Austin independent school district, Marching band jamboree. Set for September 12th at 7:00 p.m., at the burger center. One of the participating schools will include the anderson high school Marching band and drill team. Families are encouraged to join all of the band parents in attending this Austin independent school district event. Which will include some of the top rated bands state-wide. >> good morning, Commissioners and honored panel this morning. I am here this morning, as you know, from my innocent son roosevelt hutchins, junior, I do have some more information. I -- I -- this is the name of my group, which is parents of concerned inmates being abused in Texas prison, jails, facilities. This is where our group is now officially registered by the secretary of state. This is where my son -- they put this cause number here and said that he was guilty of a 15 year drug possession case, and this information here is where he was incarcerated in Travis County. This is the verification of that. On those same dates that they have claimed to, you know -- he -- he was out committing this 15 year drug possession case. This is from the department of criminal justice department. And it clearly states that -- that my son on September the 29th and he was received at tdc April 15th, 1994. Well, that's the same date that he was incarcerated right here. It also states that he was received -- he was in tarrantton [sic] county and on April 15th committed a drug possession case was submitted, you know, to tdcj on the same date that his -- that my son was incarcerated. Now this is a file that comes from Travis County. About my son being sentenced by judge john wisser and a jury trial. Well, that claim is not true. In the file, I also found this sheet of -- of paper. And it's -- it's 0754 page 338. Clearly states the same cause number here on this file. Right here, 932821. My son it says the state of Texas versus roosevelt hutchins in the 299th district court of, that is the honorable judge wisser's court. It says Travis County, Texas, verdict of the jury: we the jury find the defendant, roosevelt hutchins, not guilty. And I'm trying to find out if this verdict was, you know, in the transcript why is my son still in state prison and as been there 13 years and he's not even supposed to be there? No judge sentenced him there. He was -- trying to be covered up. He was actually transferred by Travis County, del valle [buzzer sounding] and wackenhut prison guards. No judge did this to my child. And I'm asking everyone that has the power to please help me get my innocent child home. These are the two letters has he just wrote me from his new unit that he's on. And the guards have placed a death threat already on the new unit that he just arrived to, which is michaels. Please somebody help me save my child. He's innocent. Thank you.
