Number 27 is to consider and take appropriate action on consolidated plan to u.s. Department of husking and urban twoament, community development block grant program. 27-a is changes to consolidated plan in response to public comment, if any. And twefb-b, is authorization to submit Travis County's 2006-2010 scl dated plan to the u.s. Department of housing and urban development, san antonio field office, region vi. Morning.

>> good morning again. Sherri fleming, executive manager for Travis County health and human services and veteran service I have joining me here christie multi-family fet and meg poag, which are senior planners and have been charged with coordinating the cdbg consolidated plan process for the county. And what a glorious day it is. I would have the staff go through the public comment that wee received and give you a sampling of that comment and how we've handled it and then we will be looking forward to the court's approval of the submission of the consolidated plan.

>> I want to go over, just take a minute to point out two chaik. Most of the ed disin the plan were -- ed dits in plant were for fle. There were two slight additions that I want to point out and then I will do over a quick summary of the public comments that were accepted and included in the plan. The first change is in section 4, the strategic plan. On page 8 of that sk, there is table 2-b, which is the nn husking community -- non-housing community development needs. We did estimate rough dollar amounts for the high priority project categories based on the first program year. The amend that we did was to add the net at the ebbed of the table that -- tend of the table that says that the dollar amounts that were listed represent a rough estimate and those don't include the cost for programmatic efforts in housing or public services or administration and planning. The second addition was in section 5, the action plan. That was on page 15 of that section. And the monitoring plan which is regarding monitoring of subrecipients and we expect to have two at least for our workforce development efts. We just added a at the same time based on feedback from the auditor that fbl monitoring will be completed as necessary and it sort of differentiates between performance monitoring and the fiscal monitoring and it says that the fiscal monitoring may occur separately from programmatic or in addition to, like in more greater frequency than the programmatic monitoring. It just a clarification on how we're going to monitor.

>> > finally, we wanted to quickly review the public comebts that we -- comept that we received. A summary are also in section 5, the k plan on -- action plan on page 11. We have listed all comments and they're all included in the plan. The summary is on page 11; however, word for word public comments are included in appendix b of the final plan. A summary of the comments include one resident asked us to consider the location of bus routes and public services when identifying land for affordable owner and renter housing development. Another comment was to consider and survey tifnt areas for sewer, water and street improvements, which we've discussed. Ner was kind of a request to provide additional information regarding other county bond park initiatives and sort of the context of how those relate to this plan. And we received another comment regarding a request for increased services to youth and elderly, which we feel we have addressed. And we also received a request to include language on mental health issues and related housing needs, which are included in the plan. So we have accepted all of the public comment and summarized them and also word for word.

>> also in those cases where we were able to identify places in the plan that address some of the comment, we have provided those responses to the public who provided the comment. So they were directed to particular parts of the plan that they could see that information.

>> and I wanted to note that after the court approves the plan we'll just go through and accept the changes and post it on the web, so the fiebl plan will be posted on the internet on the Travis County website and also a hard copy will be at all the community centers on file there permanently for people to be able to go look at.

>> we just need an action for the court to accept the comments. We need the court to approve the public comment and its inclusion in the plan.

>> move approval.

>> discussion? All in favor? That passes by unanimous vote. And the b part of this is basically to submit the plan to h.u.d. There's a letter prepared. It was my idea that maybe the whole court should sign it since it's the first one rather than one of us. It will show unanimous and full support. There is Commissioners court stationary added that it prebl ought to go out on. Appeared let's look at the letter. We hope to get it in the mail when?

>> we're moving to pribting, moving to printing. Once we've accepted the change and it's been approved, so the letter would go for printing. So noons we're done.

>> we move all of that and siebing of the letter -- signing of the letter. Is there a second?

>> second.

>> discussion? All in favor? That passes by unanimous vote. Anything furdz today?

>> just a whole long list of thank you's. And I won't try to name emp because I'm sure to try to leave someone else, but a tremendous thank you to our sister and brother departments in Travis County, including the staff at judge Biscoe's office and all of the court offices who are helped us from the public hearing process through completion of the plan, the cdbg committee that the court pulled together as well as teef over at the city of Austin who is part of neighborhood housing, and that department director is paul hilgers. They are the cdbg responsibility on the city's side and their help and guidance has been invaluable to us. And a very special thank you to joe gieselman and transportation and natural resources who have done a dr.job of helping -- a great job of helping us it move through unfamiliar waters when it comes to street improvements and those kind of thick. We appreciate the support that health and human services has received through this process.

>> and we thank you back. And especially to meg and christie. You both have stepped in and we appreciate all of your efforts. I wanted to make sure you were singled out as well. And sherri.
