Travis County Commissioners Court

June 20, 2006
Item 29

View captioned video.

I do see ms. Fleming back there, so let's call up the health care item since we have a vacancy here, which is item 29, consider and take appropriate action on the following matters related to the Travis County health care district board of managers. A is to receive update from staff on process to fill vacancy. B, select subcommittee to review potential appointees and provide recommended list of candidates to Commissioners court. C is review and approve potential questions for interviews with candidates. D, extend application deadline to July 7th, 2006. And e, other related issues.

>> good afternoon, judge, Commissioners. Jerry fleming. And -- sherri fleming. And as the judge has gone through that agenda item, it's basically to address an impending vacancy on the health care district board of managers. And I would like to take first before we go to the other issues, a recommendation which should have been included in your subsequent backup on this item in collaboration with staff of the health care district. County staff is requesting that the court approve an extension of the nomination and application period for the health care district. We have received about three applications, so staff consulted on this issue and thought it might be good to have an opportunity for residents to have some additional time to submit applications. So our request is that you approve an extension of the nomination process through July 7th, 2006.

>> and the health care board is in favor of that?

>> through staff we received word they are in favor. Issue that's why I move approval.

>> second. And just one thing to -- very quick perspective because it was like, is this a lot, is this a little? I thought got this from trish young that when ms. Sue vacanted the slot over at the city of Austin when they had their first slot over, they had 12 to 15 applicants and they were able to select five for interviews. So in perspective, only getting three is substantially less than what it could be. I'm meeting on trish on Thursday, so we're also going to check to see if any of the folks who applied on the city side would be interested in applying for the county slot. See if we can get a few more.

>> any more discussion? All in favor? That passes by unanimous vote. With Commissioner Davis temporarily off the dais. Which of these others do we need to do today?

>> that would be at your pleasure, judge.

>> that was an update we just got.

>> staff would be interested to know if the court would want a subcommittee to work with staff to review applications, and obviously that probably wouldn't take place until after July 7th at this point. So it would be the court's pleasure if you would choose to act on that today or not.

>> now, you're not hinting that our Commissioners court subcommittee is not the appropriate --

>> absolutely not. I am not. Never would I make such a misstatement.

>> or hint. >> [ laughter ] any volunteers? I'll gladly give up my slot if I need to.

>> I'm happy to volunteer, judge. Considering I was happy to unvolunteer for another one.

>> are you still on there, Commissioner Gomez?

>> the health subcommittee is actually the judge and Commissioner Davis.

>> you won't have to work with him much longer.

>> Commissioner Sonleitner. All right. Sonleitner and Biscoe. Let me jump at that opportunity --

>> that would be lovely, judge. I would be thrilled to serve.

>> can we work on three a little later?

>> yes, we can, but what submitted in your backup is the questions that you used during the process two years ago. And so we thought that those might be a good place to start.

>> absolutely. Now, I doubt that we can improve those because we did such a fantastic job last time, but let's just look at them 98 nay and see. We'll put this back on just in case we need it.

>> okay. I would ask the court to give some thought on whether you see this as being more appropriate on a a Tuesday or in a work session, keeping in mind that work sessions are becoming premium items these days. So you might give some thought to --

>> when we hit budget starting August 2nd, that loads the calendar.

>> I have it back on July 11th for a status report.

>> can do.

>> does trish young plan to look at the applications and give us her benefit of her input of --

>> if that is the request of the court, I'm sure she would be delighted.

>> it may be appropriate, I think. I don't see any problem with it.

>> well, in coordination with the subcommittee, I can make sure she knows what time that is taking place and invite her to participate.

>> it may help us find a person who can complement the current board from her perspective.

>> yes.

>> okay.

>> anything else on 29.

>> ms. Wilson has joined us. Is there anything?

>> anything else on 29? All in favor? That passes by unanimous vote. Thank you very much. Thank you for your patience.
