2. Receive comments on proposed amendments to chapter 84, unaccepted substandard roadway specifications of the Travis County code. We heard a couple of -- we had a couple of meetings regarding this already last week, looked at it, concluded that we ought to set it for public hearing. Any 30 second overview if.

>> no, judge. My name is steve [indiscernible] with t.n.r. Public works. Per your request we invited public comment on the proposed changes to the standards that we would like to use for substandard roads.

>> we believe we have changed the substandard roads policy to make it a lot more flexible, a lot more doable. We call for a public-private partnership and this basically is to help us implement water and wastewater systems in communities that do not have them. Typically these are areas where developers have gone in, basically, subdivided lots, sold some of them off without building appropriate infrastructure. And we find residents living there without water and wastewater, so -- so the policy was designed for us to help put the roads in.

>> the roads, that's right.

>> water and wastewater. This deals with the roads, though.

>> that's correct.

>> it's roads in the unincorporated areas of Travis County.

>> that's correct, Commissioner.

>> judge, I do want to -- to thank steve and joe and t.n.r. For coming up with this because I do think that it really offers us the flexibility that we need because we do know that there are needs out there in the -- in the unincorporated areas in all parts of the county. I think this is going to help us get there. So I really appreciate you all's time and effort.

>> thank you, Commissioner.

>> steve and joe.

>> would anyone like to give comments during this public hearing? If so, please come forward. Did we open that --

>> move to open the public hearing.

>> second.

>> all in favor? That passes by unanimous vote. Now ...

>> that was just opening it.
