Item 32

View captioned video.

32 is to consider and take appropriate action on a preliminary plan in precinct 3, dakota springs 299 total lots, 119 small lots, as per chapter 30 regarding small lots, 174 standard residential lots and 6 greenbelt lots, 133.45 acres, brodie lane and frank barker -- freight barker road. No fiscal required, sewage service to be provided by the city of Austin, city of Austin two mile e.t.j.

>> my issue on this one is simply I want to take the opportunity to vote no because it's like how many more things are going to get platted on brodie and freight barker and we all go gee there's a problem fixing to happen down there with traffic. 299 lots times 8 trips a day, do the arithmetic, it is a disaster occurring down there, I知 not going to be a party to approving any more plats down there until the roadway issues are addressed.

>> lay this out for us, joe. Let us understand what we have here.

>> this is a subdivision, as you have read there's 299 lots. It otherwise meets all requirements of the county's rules on subdivision plaiding. It has -- platting. Will be required to upgrade certain intersections to accommodate the turning movements into the road system out there. Capacity is not within [indiscernible] and if -- if -- I suppose if we need to amend the rules to do that, it certainly something the court can consider. But right now it is not something to review for. I understand that the sentiment of -- of Commissioner Sonleitner on this. And brodie has been a -- a sore spot because of the amount of traffic that is coming through that road into -- generally because of lack of roadways in the area. Brodie is picking up all of the traffic, all of the regional traffic and so good needs to give at one point or another. But that kind of creates a dilemma for us in the interim. We really have no basis not to recommend to the court to accept this subdivision because it otherwise meets our rules.

>> questions? Yes, sir?

>> I don't disagree with Commissioner Sonleitner with her concerns on this, but I think there's a bigger issue here. We do have a responsibility as county government to do everything within our power to go out and do -- do at least assist in the necessary road united states that we have in this community. We know that we are highly inadequate with a lot of areas in this community with regards to -- to roadway structures, but as long as we are going to sit, you know, on our hands and I mean, you know, I値l include myself on that, I mean, with regards to exactly how much pressure, how much we are willing to do as a county government to get out and to let people know that stopping roadway construction in this community by -- by certain organizations is not getting us anywhere other than farther behind. We all know that the major problem that we have in this particular area in the brodie lane area is because we cannot build 45 southwest that connects 1626 and loop 1. It was passed in 1997 to build that road. We punched brodie through. We are in the next probably month going to be talking about the whole brodie lane the closure, whatever we are going to try to get accomplished out there. I certainly am aware of the issue that we are going to have with these lots, but let me tell ya, as far as I知 concerned, you don't hold people hostage, people that own property that are doing things on the property that -- that if you had an adequate road system would be immaterial. Not to say that you still wouldn't add traffic to certain areas. But it's not -- in my opinion, it's not the thing to do to go out and to stop things like subdivisions. We do need to get some consideration, we are only building ourselves in some areas of this town into a -- into a bigger problem -- maybe we need to take the lead on this. I mean txdot is being sued by s.o.s. To stop 45 southwest. Even though two-thirds of the people in Travis County voted to build that road. We basically were stopped on building, on being able to correct freight barker if we could ever build 45 southwest, so at every juncture that we have, it seems, especially in -- in precinct 3 and southwestern Travis County, we are stopped before we even get started. And I think that that is, you know, really, really wrong. I don't know how we go about changing the dynamics, I know a lot of people in this community don't understand the issues, don't understand that bad things are happening in this community by people like s.o.s. Stopping roads that we need to be building. I share your concern, Commissioner Sonleitner, because right now brodie lane has 22,000 count, you know, average daily vehicles at basically at slaughter lane and brodie lane and this -- this -- no question will add to that, but -- you I hope that we can work towards something that will alleviate some of the traffic woes that we have down in that area. I mean so I would look forward to working with everybody towards some sort of -- of resolution. Or at least beginning to have some sort of a resolution of what we need to do out there.

>> Commissioner I will join you in terms of doing whatever I can to be helpful during the nine months that I still got on this court to help you get a resolution. The point of me pulling this off of consent is for us to put in the record over and over and over and over and over to build a public record related to the issues on brodie and freight barker. I知 going to be doing the same thing related to upper springdale road, with the issues related to walnut place. We cannot continue to slam neighborhoods with traffic and then act that somehow the magic road fairy is going to come in and fix all of these issues. If I知 going to be consistent on the inadequacy of the road system, same thing about why I didn't go there on sweetwater, is that the inadequacy of the road system and the safety issues out on 71, so you are going to hear that over and over from me, I want to be consistent. This is not the first time that I brought up a road off of brodie and freight barker. It will not be the last. It will proceed forward but we have got to call attention to this because if we don't call attention to this, it just happens and people go well how did that happen, why didn't anybody say anything? Well, guess what I知 saying something. Move approval.

>> second.

>> any objection called to our attention by residents or did they know not about this.

>> I have not received any comments. No. I don't know the answer to your last question. How aware people were, but we have received no comments.

>> there certainly are -- I mean people in the six neighborhoods that are in the -- in the -- that we were having the conversation with over perhaps closure of brodie, they are fully aware, not everybody, but they are roughly 25 homes between slaughter lane and 1626. Off of brodie lane and those conversations have been discussed. In fact the head engineer of this thing lives in one of the subdivisions.

>> springdale road was brought up, I would like the Commissioner to know that I知 working on a fix right now. As it is a -- a tough situation. Right now we are working on a very serious fix. Not that it's been ignored. It's not basically part of the agenda, but it's a seminal situation as far as traffic congress investigation stuff like that. As far as congress guess. We are working on a next.

>> I will and his you in whatever way I can.

>> thank you.

>> any more discussion of this item? Favor favor? Show Commissioner Daugherty yours truly voting in favor, voting against Commissioners Davis, Sonleitner and Gomez. Yep.
