Travis County Commissioners Court

Item 14

View captioned video.

Number 14 is to approve resolution directing the lease of oil and gas in tracts 46, 47, 58. Of course Travis County school land in throckmorton county and take appropriate action.

>> judge, Commissioners, cyd grimes. With me is jeff riply from the extension office. I’m not sure how I got involved in this, but tamara has been directing us over the last several months, this will be to lease the mineral lights, lease and oil gas rights on approximately 18,820 acres in throckmorton. The court has to approve this resolution and authorize me to release a bid. The one question or decision that I do need the other decision that I need the court to make is on advertising. We can -- spend about 5,000, $6,000 less and not advertise in the "dallas morning news", the houston chronicle or the fort worth star. We would recommend all of these other smaller newspapers particularly in that county and surrounding counties but if the court would feel like we would get more exposure, we could put it in the "dallas morning news", houston chronicle or the fort worth star. Jeb and I discussed that briefly, he felt -- do you want to answer, that would probably be enough coverage in those newspapers in that area.

>> kind of the -- the rolling plains area, midland, abilene, throckmorton, those areas would probably get pretty good coverage I think from the companies that are operating in the rolling plains. I think most of them would see it in those -- those local papers and save some money.

>> for the record, which of these do we need?

>> well, that would -- on the advertising?

>> yeah, let's be positive, just highlight the ones that we need.

>> I would say definitely the abilene reporter news.

>> okay.

>> the lubbock avalanche journal, wichita falls times record news, midland reporter news, and the throckmorton tribune. Would be my thoughts for sure.

>> amarillo. Globe news.

>> I didn't say amarillo, that's a little further north but if you are getting lubbock --

>> that's what I was thinking, if you are getting lubbock you might as well take amarillo. It's minimal.

>> sir?

>> you called out five?

>> yes. Then --

>> amarillo --

>> amarillo is the sixth one.

>> [multiple voices]

>> probably be a good idea for -- it's not a lot of money for amarillo.

>> that's six.

>> abilene, lubbock, amarillo, times record, wichita, midland and throckmorton.

>> right.

>> okay. Now for those watching this, this is a land that by state law, Travis County Commissioners court sort of controls, the proceeds from the lease, whatever use of this landings to the --

>> school districts.

>> school districts in Travis County.

>> all of them.

>> on a pro rat take basis.

>> exactly.

>> if we pay for these ads do we get reimbursed.

>> no. You would hope to recover the money in advertising from lease rates, hopefully some proceeds if they have a positive find and an oil or gas well, there is no, the land belongs to Travis County, it is ours, so any advertisement that we do to lease either the surface or the mineral rights is an expense of operating the property basically.

>> so we will not get reimbursed ourselves.

>> unfortunately no.

>> I didn't budget for this. I have already notified p.b.o. That this wasn't in my budget.

>> but the six we have chosen are quite --

>> it should be around the 5, $6,000 now.

>> reduced that by half. May not be that much.

>> questions, move approval of both, resolution of placing of ads in the six -- discussion? Seconded by Commissioner Gomez. So we will need to replenish your budget I guess at some point?

>> I run out, p.b.o. Has always -- is always very helpful.

>> okay.

>> all in favor? That passes by unanimous vote.

ms. Wilson has advised me that we may need to call up item 14 again. 14 was a matter involving the throckmorton county -- school land that Travis County owns.

>> judge, I apologize, I went back and made sure we are required by law to advertise also in Travis County. So I need to add Travis County to that list of six. By law in throckmorton and Travis County, but we need to see do the other ones for notice. The chronicle is only about 3 or 400. So --

>> okay.

>> move to reconsider the other motion. Discussion? Favor favor? That passes by unanimous vote. Move that we advertise in the six that we mentioned before.

>> yes, sir.

>> whose names we have, add to that list Travis County. All right.

>> we are updating that resolution to get to you that shows that change.

>> the resolution to be consistent. Discussion? All in favor? That passes by unanimous vote.
