A4. A. Approve order exempting the purchase of training services from 3 principals for human development inc. From the competitive procureme process pursuant to section 262.024 (a)(4) of the county purchasing act. B. Ratify and approve contract for training services with 3 principles for human development inc. (juvenile probation)

>> let me try to explain what I think happened. Last fiscal year we received a purchase order or requisition for training in the amount of about $16,000. And I think there was confusion about training. There's training -- sort of the ethics. There's training and then there's contracted services. Training is when you or I or any of us go, say, to l.b.j. School or somewhere for training, it comes out of a training line item, that is just -- that is exempt from any kind of procurement process. In this particular case, we are actually hiring an individual to come on site and provide training. What has now turned into being well beyond $25,000. But we got a -- came in at 16,000, out of -- the training line item, then we had another come out of a training line item for 16. So we have spent about $36,000 with this firm previously without -- well, with purchase orders. So I ge get another req last week for $44,000 and staff said are we going to process this on the po, I’m looking at it, this is not training, it's contracted services, falls under the procurement act, we need to exempt it. Because they have already began this training, we need to ratify this contract. And this contract amount under b is $44,225. And my understanding is if they started this training as sort of a -- of a phased in training, they started last session, they started with 15 people they were training from hhs, probation and the sheriff's office. So there's several departments involved in this and we -- I think there was some confusion about it being training versus contracted services, so this is the way that we correct those errors.

I just my question that I had was the length and time of the training for this amount of money and you may not be able to give me that answer. I -- as far as when it started and then when it's going to be completed [multiple voices]

>> well, it started --

>> I can fill in. This is the health realization training, Commissioner Davis. The very specialized training that Commissioner Gomez and I went out to california to learn more about what was happening in santa clara, california. She and I were actually part of the training that occurred last fiscal year. It is over a full week, you come back about six weeks later. We are specifically bringing in, we, juvenile court, hhs, the sheriff's office jointly working together, a specialized person who wrote the book on health realization training from the vancouver british columbia area, then also one of the pemp that's we met out in santa clara california is also coming in to do this hands on training, they are getting to the point where it will be train the trainer so at some point gabrielleand l.c. Will not need to keep coming back. We did specifically approve a budget for this health realization training, very specialized. Not like pull it off the shelf or something that you can do at the l.b.j. School. Very specific kind of training that we are doing collaboratively with those three departments joining together. It was cheaper to bring in l.c. And gabriella here as opposed to sending these folks off to some other place to learn this kind of thing. It does occur over about a six to eight week long period. It takes a full week to go through both sessions. So there's a huge commitment being made here by all of the departments involved. So if this is the bless this mess way we have to do it, it is training, but I can understand it in terms of it needing to be a -- an exempted contract.
