Travis County Commissioners Court
October 4, 2005
Item 32
32 ought to be very, very fast, consider and take appropriate action on request for the Travis County hospital district to assist with the purchase of mental health services from the children's mental health partnership. And stacy, you're here on what item?
>> same one.
>> okay.
>> on Thursday, September 29th, the Travis County hospital district voted to invest $250,000 in the provision of services for inda jents in the area of -- indigents in the area of mental health. Sherri fleming, executive director of health and human services. In conferring with mr. Hilly this morning, there are three motions that have to take place and he has assured me that they are covered by the posted items. So I can go into those if you like.
>> if you just state them, they may be so simple that we automatically do them.
>> okay. The first one would be the court would accept or staff recommends that the court would accept the $250,000 of one time funding from the Travis County hospital district for the provision of mental health services to indigents. The second motion would be on a staff recommendation for the court to authorize health and human services to utilize the funding provided by the hospital district to deliver mental health services to indigent children and their families through the children's mental health partnership. And then the third motion would be on a recommendation from staff for the Commissioners court to authorize the continuation of services provided by the children's mental health partnership and its current staff through September 30th, 2006.
>> I would move approval.
>> did you get all those, melissa. My more discussion?
>> can I ask a question? Does this mean that they are only putting money in to mental health if they are strictly attached to indigent? Or is that -- because I guess we spend money on mental health that aren't indigent unless of course we assume that all those are taken care of with insurance or whatever.
>> this would be consistent with the method in which we provide services for mental health for the community.
>> specifically for the ip da jent.
>> -- indigent.
>> generally we have an income cap.
>> in terms of conversations we've had, they are being specific in terms of for their purposes they are using one time money because this is a grant. And I’m kind of considering this to be a pilot. That does not preclude the Travis County Commissioners court from making a similar request, and they understand that there may be a similar request. It allows us to prove to them the value of this partnership, and it allows them to be very specific in terms of being very strategy in terms of how they venture into mental health and it gives them a very good test period, and they look forward to -- I would just add that as part of this, judge, if we could make sure we get regular updates, maybe quarterly, to the hospital district on how things are going. I think we ought to put a reporting mechanism in here for them say quarterly in terms of what's happening with their investment.
>> is that a friendly? All in favor? That passes by unanimous vote. Thank you very much.
