1. Receive comments on the annual written plans for the 028 records management preservation fund and 057 county clerk's records archival fund.
>> move that the public hearing be opened.
>> second. All in favor? That passes by unanimous vote. By the way, I think we ought to call up 33 and 34 after the consent item, since we have the county clerk and her staff here with us. But one is a public hearing, so if we could lay that out briefly, then we will see if we have residents who come now -- who have come down to get comments.
>> is this number one, judge?
>> yes, the public hearing. If we could briefly lay out what this is about.
>> yes, sir. Dana debeauvoir, Travis County clerk. This is the public hearing to consider the records management plan for fiscal 2006 and what it does, it lays out our priorities for the spending in both the 028 and the 057 funds together. P.b.o. And I worked, along with my chief deputy, until last night trying to convert some numbers that our revenue estimate had made a change on. Let me just tell the court that what we were able to do is keep all of the priorities that we had, we have added a -- a -- a program where we want to help with -- these are the highlights -- where we want to help with bonds and with criminal imaging. We are still going to be able to work with that project, but instead of spending money that I was going to spend in one year, we are going to need to spread it over '06 and '07, considering the implementation schedule for that project, I don't think that's going to be an issue. So your plan calls for 100,000 for this year and then 100,000 for next year to finish it up. We think that will be fine in terms of the project, but it really makes a difference in our funding for the two funds if we do it that way. The rest of them are projects that you are familiar with. We are finishing up, as of the end of '06, a couple of big projects that we have been working on for a couple of years. I would like to thank steve [indiscernible] for the work that his staff has done helping us with that in-house project.
>> for those residents watching this and wondering what's going on, state law authorizes us to charge fees with lawsuits that are filed in county court.
>> correct.
>> and those revenue
>> and those revenues are dedicated to these funds, records preservation and archival reasons. The hearing gives the public to hear an opportunity of how the money has been spent and two to voice whatever opinions that they have.
>> that is correct. The purpose of the records management fund is to try to take care of our old records. Dedicated money because legislature recognized that you as members of the Commissioners court might not see this as a priority when compared with your regular budget. They set up a special fund so that we could go back, prepare the damage to the old records that hadn't been taken care of in many years and bring everything forward, which includes new systems and anything that we need to make documents less fragile and more available to the public.
>> okay. For the record we have done such an outstanding job in the past, few have come down. Would anyone like to give testimony during this public hearing?
>> seeing none I move that the public hearing be closed?
>> pardon me?
>> [inaudible - no mic]
>> I have a problem not on the agenda [indiscernible] [multiple voices]
>> citizens communication.
>> okay.
>> not about the public hearing, but about another matter.
>> right.
>> okay. We will get to that in just a moment, here.
>> I will second.
>> we had a records -- a history-making event there, dana. [laughter]
>> one for the archives.
>> one for the archives. All in favor? That passes by unanimous vote.
