17, consider and take appropriate action on chapter 17, hospital and insurance fund-county employees. A, dissolve chapter 17, hospital insurance fund, county employees, effective 12:01 a.m. October 1, 2005. And b, amend Travis County code to create new chapter 17, employee health benefit fund rule, effective October 1, 2005.
>> good afternoon, alicia perez. Staff comes to you with two recommendations. The first is to dissolve chapter 17, and that is the Travis County code, the part of the Travis County code that created the hospital and insurance fund. Secondly, we are asking the court to amend and create a new chapter 17, and this one will be titled employee health benefit fund rule. And the reason that we're -- the primary reason that we're coming to you to ask you to take this action is that the adoption of the new chapter 17 will allow us to increase the stop loss retention for self-funded health care from 125,000 to 150,000. We anticipate that this change alone will save over half a million dollars in premium for spop loss insurance in f.y. '06. Secondly, just a couple of other things that the change or the newly created chapter 17 will change is that it will delete cscd employees. Remember that last year starting September of last year they are not covered by state health care. The auditor will no longer have to approve changes in the rule. Any changes in the rules will no longer have to be advertised as they are now when we make an amendment to the rule, they need to be advertised in the newspaper. Now that all that will be required is compliance with the open meetings act. And those -- that really covers the changes in -- from the old chapter 17 to the new one, but because we were in a different subchapter in the local government code 157, we needed to bring this to you and have you adopt the new chapter 17.
