23, consider and take appropriate action on written response to request from the city of Austin long and he range solid waste planning task force for Travis County to delay action on solid waste issues. Tom did send -- that was sent out yesterday. Corrections, comments? Recommendations, et cetera? Move approval. It's a one-page letter with three paragraphs. To the chairperson, right? Discussion? All in favor? That passes by unanimous vote.

>> I want to abstain because the fact I think we have an opportunity -- I don't think the city when they came and gave their testimony, it wasn't binding moratorium. In other words, there is like a [inaudible] situation as far as what we're going to do with our solid waste from a regional perspective. Again, i'd like to say this, for those of you who are are not aware that we did some tracking as far as tceq is concerned as far as their permitting of a lot of facilities, and Commissioner Gomez and I at precinct 1 and precinct 4, out of those particular permits that came through tceq, we have the most of the 72 -- we have 54 permitted facilities in precinct 1 and 4. And I mean that's just -- it's not fair. And, of course, from a regional perspective, I think we can look for other areas other than precinct 1 and 4 as far as tceq permitting these sludge farm operations, landfills, a whole bunch of stuff that's not welcome in this community. Not in precinct 1 and I know not in 4. So this, in my opinion, was not a binding situation whereby if you did do a task force or study or something like that, then it wouldn't bind our hands to not move toward regionalism and go in that direction. I thought a moratorium was something we could look at to say hay, let's stop, let's go in the direction if not to preclude us from taking any action ufp such as adopting a solid waste ordinance for landfills. A lot of these things, because he didn't dictate in his letter per se, so I can't really support it. I support the action of what the group is doing, the direction they are going, but it's not binding, in my opinion, and what the city is doing it's not a binding thing. But I think we need to look for a [inaudible] for a lot of this stuff. Thank you.
