A-4 is to consider and take appropriate action on request from capital area metropolitan planning organization for contribution for air quality related projects in the fq youks -- fy '06 budget. We received a letter from campo on may 10.
>> a-3. A-4 was on consent. And basically what's the question?
>> we're requesting $6,000, which would be a portion of the non-federal match for several campo programs for fy '06. Those programs are congestion monitoring analysis program, a program support of the interaction compact to provide public outreach and program administration, improvements to the campo travel demand model and a regional arterial roadway study. And this is just a portion of the match needed to fund these programs.
>> what's being requested of us today, what's the difference as opposed to the comparison to the money that we county has set aside and have used in the overall big picture of air quality in this entire region. What would be the difference in this money and that money that we've already have as far as the county is concerned as a road that we've already planned currently in making sure that the air quality? Is there a variance or difference in this as opposed to the other money we've already dealt with?
>> yes, sir, there is a slight difference. The county does your own air quality program. What we're asking for today is a regional program that all of the jurisdictions would help contribute to. This would be federal money that would supplement the ongoing program that the county has. So we want to access federal money, but we need the local match to do so.
>> and I guess my point is the money that we have already spent and continue to spend is for the partners that we do have in a regional structure, in a regional setting, that money that we're spending now, is that the same money here? It's different money. We're to accomplish the same end it appears to me.
>> Travis County air quality project manager. First of all, I’m requesting this item. The money that campo is requesting is not merely for air quality programs. It's air -- air quality is one of four programs that this money would be used for. The other three are not necessarily air quality related.
>> what are they?
>> the county normally sends money to the clean air force. We send approximately $20,000 a year. In some years we've sent more, in some years less, but usually we send about $20,000 to the clean air force. Campo also has provided money to the clean air force. The other money that the county spends on air quality is through our air quality program, which is basically my position at this point. So campo has been very involved in the early axe compact process. Kathy and her staff have been most of the technical assistance we've had on that process. We have already contributed funds to the air quality, the regional air quality program, and this is the first time that you've asked for a set aside to implement the eac. All of us are just getting into implementing the early action compact. That's one of the parts of this request.
>> this is the how much in federal funds?
>> it's a total of $340,000 in federal funds. And I can give you the breakdown programmatically. The 130,000 for the congestion monitoring analysis. 50,000 for the early action compact program. 100,000 for the travel demand modeling and 60,000 for the regional arterial study.
>> when you say region, what is the configuration of the region --
>> for air quality we look at the five-county msa region. For other campo programs we look at travis, Williamson and hays county, which is the campo planning area.
>> judge, I would ask that we defer action on this for one week. I really haven't had an opportunity to evaluate the request. This would be a precedent setting. Typically campo does not come to the local governments for matching on their unified work program. And this is just a portion of what I believe is over a-million-dollar budget. So I know that there's additional authorization under the new highway act for more money coming to the npo and the staff. I'd like to take this in the context of the larger picture, what is being done with the work program and how.
>> this is an '06 budget request?
>> yes.
>> is one week enough or do you need two weeks?
>> I think one week is enough.
>> it will be back on next week.
>> thank you.
>> so y'all will be able to get together between now and next week?
>> yes.
>> I i guess in the future I can start sending these to you. They came to my office and I just put it on the agenda.
