Citizens communication is next, one citizen signed in, hugh winkler, this item gives residents an opportunity to address the Commissioners court on any matter not on the agenda for up to 3 minutes. Whether winkler if you will have a seat there.
>> actually, I did want to address the court on an agenda item, I didn't know the procedure. Is it possible to speak now or should I wait for agenda 14?
>> 14?
>> 14 is the ranches at hamilton pool. Plat.
>> it will be a while before we get there. If you would like to go ahead and use three minutes, that would be fine.
>> okay. I will try to make myself available if -- I知 a resident of hamilton pool, my name is hugh winkler, I live at 94 on 10 Moore drive, a resident of hamilton pool area, live a quarter mile off of hamilton pool. Just about a mile east of the ranches at hamilton pool. First of all, I would like to say that -- that I hope everything that goes in along hamilton pool is about that density, that's a great density, 16 lots on 384 acres, nobody can complain about that. And just wanted to make a few comments about things that you guys could look for and help out on and encourage as you approve plats like this. And just by way of introduction, I would say that I participated as a stakeholder in the Barton Creek I mean barton springs edward's aquifer regional water quality plan. This is again a regional -- the contributing zone of that plan but nevertheless it contributes to hamilton pool, which is a really important resource for our county, hamilton creek as well. And so if in going forward with this plat, if you all could just maybe ensure that, you know, features are -- of this plan are incorporated in that development, which would probably be cost-free for these guys to implement. Things like setbacks from critical environmental features and from the tributaries of hamilton creek and from hamilton creek itself. I haven't seen the plat itself, but I知 pretty sure that hamilton creek is going to snake through that property. And I don't know if they have either -- both sides of the creek or not. But, you know, at that density it shouldn't be a problem for a deed restriction or something to be put in there that says like we are not going to build any houses closer than 150 feet from critical environmental features and so forth. I would say we do kind of need to have this sort of, you know -- sort of -- I think if people are educated about what it took, how inexpensive, cost free, especially with something as simple as a deed restriction. For instance I notice during the clearing of that property there was no silt fences and wash from the -- dirt and silt washed into the creek, into the tributaries of the creek. That would have been simple to prevent, not very expensive to prevent. If you guys could take a little -- put a little impulse mind please putting deed restrictions that would protect water quality essentially, you know, certainly impervious cover is not going to be an issue on this property. And so it will be pesticides, uses of pesticides and -- and -- and setbacks that would be the most -- have the most impact.

>> we are from pierce middle school. We are here to -- we are here to thank you for your grant to help after-school and for supporting us in after school and we are trying to hope that we can get it again next year.
>> the after school funding for our d.j. Club, beauty break dancing, basketball, pals, student council, all that.
>> our pals program has [indiscernible] a whole lot of projects. For examples that we have done, relief life, do you know what that is? Like a walk for cancer. We got a spring festival, like after taks test, relaxing. We have done dances and all kinds of stuff.
>> we just wanted to say that it's helped the school a lot. A lot of the kids that usually get in trouble a lot or have a hard time in class, now are being more active in school, their community and doing a whole lot better in their classes.
>> and, also, the majority of the kids that have joined after-school programs, they have now been -- they have gotten into associations that help them get into college like national junior society, avid, magnet programs and honor programs to help them stay in school and have a better life and opportunities.
>> so are the three of you all still making a's and b's?
>> yes [laughter]
>> okay.
>> yes.
>> after school network, because you are our consumers, you are the one that's we are trying to please and we are not trying to do something that pleases parents and teachers, I guess we are, too, but where he also want to make sure that we are pleasing you all. We are glad to hear this feedback, thank you.
>> we have cards, thank you cards and some of them are addressed to you. And we have been doing this for three years since we've been in middle school. So we are just hoping that other kids that have the same opportunity as us to join after-school programs and have better opportunities and help out their community. And stuff like that.
>> there's -- there's another school that's doing similar to what you are doing, that's over at wells. So there are -- they are involved in the same tcap, Travis County after school program, so it is a good program and we are really glad to see those recipients of the program coming before the court as do you remembering this morning to let us know how things are working. It appears that things are working just great and so thank you all. Thank you.

>> good morning, my name is trek english. For some rope I don't seem to have any memory of anyone looking so grown up and so beautiful in middle school when I was going to school. [laughter] just -- just really grown up now. Judge, I知 not here to talk about 21 because we asked for a postponement and so I just came to just bring up one point that I would like you to entertain at some time in the next two or three weeks before the item -- two weeks when it comes back up to the court. And also just to remain a friend of the court and give you advance notice of what you may be asked at the public meeting, if any of you will come. This here is -- I知 just going to deliver this. I just wanted to bring up, Commissioner Daugherty you told me you didn't like funny games. This was really meant for you. You weren't here in 2002 I wanted to give you advance notice. In 2002 there was a presentation made to the court on this landfill matter. And at that time the landfills were agreeable, actually they proposed to move -- increase their height by 65 feet, and they were ready to [indiscernible] all these conditions. For some reason, I don't know what's happening, but in 2005 we are now at 85 feet. Because when they were proposing 65, the 10 feet had not been granted. So since 2002 they don't have 20 feet. If you notice, all of their paperwork said 775. So -- so we are not stupid. We can count. We are not brain dead. I got the -- I want the funny games to stop. For them to at least consider us citizens of some stature so that they can talk to us about the same thing and not just keep changing the numbers and the conditions which were much less in 2002 than they are today. Thank you. I don't -- I don't ask you to -- I don't want to entertain -- I知 just talking at citizens communication. I just wanted to let you know. Thank you.
