Now let's call to order the Travis County housing finance corporation, two items. 1. Consider and take appropriate action on request to approve a memorandum of understanding with consumer credit counseling service of greater dallas, inc.
>> good afternoon. I’m -- I’m mary mays, the assistants manager of the corporations. Harvey Davis was unable to be with us today. The -- the approval of this memorandum of understanding is in connection with the american dream down payment initiative program, which the board approved our application to this program earlier. The application does require the home buyer education classes to people who would be buying the homes. That's what this is. I -- an agreement with a provider, consumer credit counseling service, they are our current provider on our current program. They are doing a good job. The memorandum of understanding is almost exactly the same as the current one. The one difference is the cost of the class which is the same, 75 per family. However, for this one $25 will be charged to the family only and the Travis County housing finance corporation will be paying the additional $50. You all approved that as part of the application, it would be a total cost of $2,000.

>> discussion? All in favor? That passes by unanimous vote. 2. Consider and take appropriate action on request to pay a plat fee -- flat fee reimbursement to Travis County and bell-nash/rathgeber joint venture for the waiver of subdivision fees for phase three of a mixed-income, residential subdivision known as briarcreek.
>> two years ago, the board approved a fee reimbursement agreement for section 3 of the briar creek subdivision. The purpose of this is to try to provide affordable housing for the people in that subdivision. And basically the more homes that are sold to home buyers whose income does not exceed 80% of the Austin area median income, the higher the reimbursement is. We have received a request from dr horton for reimbursement of 75% of the plat fee for phase 3 at briar creek. Mr. Davis has looked at the accompanying 38 income certifications and determined that five of them needed to be disqualified. This brings it down to 33 of the homes that qualified and instead of a 75% reimbursement that would mean a 50% reimbursement under the terms of the contract. Mr. Niece from briar creek understands this and he does agree with the recommendation, which is that the board approve a reimbursement of 4,098.99 or 50% of the plat fee.
