Item no. 1 is a public hearing to approve proclamation recognizing the contributions of damon jay miller to the citizens and employees of travis and bastrop counties.

>> do we have -- jay and anybody else that wants to come up for the proclamation.
>> stacy, do you guys want to come up?

>> all right. The operation reads whereas service, dedication and heroism should always be recognized, whereas jay miller has spent the last nine years in service to the residents and employees of Travis County, through his performance in the Travis County constables's precinct 3 office as a deputy constable and whereas he has demonstrated his commitment of service and his dedication to his duties in a fashion that has made him nope and respected but -- known and respected by all of his peers in the law enforcement community of Travis County as well as bastrop county, whereas his efforts helped save the life of the sheriff of bass trot complain, richard hernandez and his wife, and saved the life of an injured motorist to the extent of putting out the man's legs that were on fire with his bare hand and pulling the man out of the burning vehicle; whereas jay risked his own life as well as personal injury to save the lives of others in a true display of heroism. Now, therefore, be it resolved that the Travis County Commissioners court for the state of Texas gratefully recognizes the contributions of damon jay mill inventory the citizens and employees of Travis County and bastrop county and thank him for a job well done above and beyond the call of duty. Thank you. [ applause ]

>> I have a letter here from the bastrop county sheriff's office, signed by richard hernandez. Says on Sunday evening around 8:00 p.m., February 13th, 2005, my wife and wendy and I were involved in a fatality accident on state highway 20 here in bastrop county. We were travelling northbound on state highway 20 behind another vehicle driven by a female. A pickup truck coming towards us hit the vehicle directly in front of our vehicle kill the driver. The pickup glanced off the first vehicle and struck our vehicle causing it to flip over. At the time the pickup was on fire and caused our vehicle to catch fire. Once we got out of our shoulder harnesses, I went back to the back glass of the expedition and tried to coming it out. I tried several times, unsuccessful. I heard a voice telling me to move back. That person began kicking the glass from the outside. The glass broke and we were able to get out. The person who got us outs of our vehicle was deputy constable jay miller. Went over to the pickup truck still on fire and were able to get the driver out and was airlifted to Austin. The purpose of this letter is to let you know that deputy miller endangered his own life and saved me and my wife's lives from possibly being burned to death from our vehicle. I would like you to know that he went beyond the call of duty in risking his own life, his courage and professionalism are a tribute to you and your office. I am writing a personal letter today in Austin, would like to pass this on to him in appreciatation for he have saying our lives. Signed richard hernandez and [indiscernible] hernandez.
