Number 4 is approve operation declaring March 2005 as "purchasing month" in Travis County. Good morning. Commissioner -- it reads whereas the national institute of government purchasing, nigp, has declared March 2005 to be purchasing month nationwide. Whereas the public purchasing and materials management profession works to build better business and government; whereas employees of the Travis County purchasing and inventory management office dedicate themselves to fair and responsible purchasing practices; whereas these staff members are committed to performing at the highest level of their professions, efficiently utilizing precious tax dollars for the benefit of Travis County taxpayers; whereas these staff members contribute to the city and state's economic success, while upholding the laws of the great state of Texas and adhering to a business code of ethics. Whereas these staff members encourage and sponsor activities to promote education and certification in purchasing; whereas these staff members dutifully fulfill an obligation to extend opportunities to all members of the business community by engaging in fair and inclusive purchasing practices and whereas these staff members are dedicated to the inclusion of women and minority-owned businesses in the procurement process while promoting and fostering public confidence in the integrity of the process; now therefore be it known that we the members of the Travis County Commissioners court hereby proclaim March, 2005, as purchasing month in the county of travis. And I move approval.

>> good morning. Judge Biscoe, Commissioners. My name is frank holder, assistant purchasing agent. On behalf of myself and bonnie floyd sitting next to me here, we are representing cyd grimes this morning, the Travis County purchasing agent. And it is a pleasure to accept this resolution from the court. We thank you for it. As you know, each year the national institute of governmental purchasing encourages government entities, government bodies at the national, state and local level to proclaim March as purchasing month. The men and women of the Travis County purchasing office are indeed professionals and very proud of what we do for the county during the year. The accomplishments of the office are numerous and are very significant. And the reason for that are mostly people related. Bonnie and I would like to acknowledge those people in the purchasing office this morning. Beginning with the business systems consultant who is responsible for providing our hardware and software needs and keeps us running 99.99% of the time. Our fixed assets people, who are responsible for the significant assets of Travis County, tracking them, making sure that they know where they are, they are also responsible for conducting the options of surplus property in vehicles and the last 12 months, we have -- we have gained $330,000 in surplus sales and vehicle sales and as revenue for the county. And the construction and professional services people in addition to the architectural and construction people, they have millions of dollars that they monitor during the course of the year. And do a very, very good job of it. Bonnie?
>> the h.u.b. Section is made up of three people who are committed to working very closely with the small business community. They attend numerous prebid conferences and expos throughout the year, they work on a daily basis one on one with h.u.b. Businesses. They are completely dedicated to promoting h.u.b. Businesses in Travis County, as was demonstrated by receiving the 2004 nigp award for end no vacation in public procurement. Innovation. The commodities department is made up of seven buyers, they buy all of the commodities in non-professional services for the county. Office supplies to medical supplies to plumbing and electrical, road materials for the county road projects to multi-million dollar voting systems and e.m.s. Helicopters. Lastly, the admin sections made up of five people who without whom the rest of us would probably just fall apart. They support us in every way possible. They keep our supply cabinets stocked, they place advertisements for our solicitations, they make sure the solicitations are properly formatted and that they contain all of the correct language and they answer our phones and greet the public when they come into our office. We all owe them a huge thank you. They make our jobs better every day.
>> last of all, we would like to thank our customers, were it not for them we wouldn't be here. We thank them for their understanding, their patience in working with us during the course of the year. Thank you, court, for passing this resolution.
