Travis County Commissioners Court
December 21, 2004
Housing Finance Corporation
Let's call to order the Travis County housing finance corporation, first
item is to consider and take appropriate action on the following, a, release
of liens on a home down payment assistance loan and 1 b is reimbursement payment
to Texas department of housing and community affairs due to repayment in full
of the home down payment assistance loan. Mr. Davis yao good afternoon, I’m
harvey Davis, manage for the corporation. There is just one release of lien,
so I apologize for the -- for liens. Recently we, the corporation received
a repayment of a noninterest bearing home loan in the amount of $1,451. This
loan was made June 6th, 1997. The home buyer refinanced their home and repaid
the loan and so the board is being asked to release the lien on the home and
per our contract with the Texas department of housing and community affairs,
I’m requesting permission to reimburse them the $1,451.
>> and this is consistent with our policies and actions?
>> that's right, it sure is.
>> that's why I move approval of both a and b. Discussion?
All in favor. That passes by union pacific mouse vote with director Gomez
absent. Number two is to consider and take appropriate action on request to
approve home buyer assistance survey.
>> as you know, we have a -- a home down payment assistance
program going in which we have funds to -- for 60 loans to first time home
buyers. We have closed to date on 18 of loans, this program lasts until December
31, 2005. I thought it would be a good, productive to send a survey to the
people who have closed and are living in the homes to get -- try to get feedback
on their experience with our program, how -- how -- how they felt about the
home buyer education class, for example. Problems they have may have encountered
with the builder or the mortgage company or title company, and so I’m requesting
permission to -- to send this survey. I have sent the survey to, you know,
consumer credit counseling who is providing the education classes and -- and
the builders to get their feedback on the the surveys. So with that, I’m open
to any questions you all might have.
>> so we hope to assist 60. In fact we have closed on 18.
>> closed on 18? We have another year to close on the balance,
though.
>> okay. And we hope to use the survey responses to...
>> to evaluate our program, to determine if there are any
problems with any particular builder, and also this survey information would
hopefully assist us in designing subsequent programs that we may apply for.
>> and I guess if we've got information good enough we may
use it between now and the end of this program which is --
>> yes.
>> -- over the next 12 months? Move approval.
>> okay.
>> discussion? All in favor? That passes by unanimous vote
with a full complement of board members.
>> number 3 is to consider and take appropriate action to
request and approve minutes on the board of directors minutes on October 12
and October 19th 2004.
>> second.
>> all in favor? That passes unanimously. Number 4, consider
and take appropriate action on request to subjects statute trustee for village
of colinwood project.
>> and the -- the developer is requesting board approval
to substitute wells fargo as the trustee for this apartment, the oalt trustee,
or the current trustee is bank of new york. I will say that the village of
colinwood has provided -- submitted all of their information that they're
required to the corporations, income certification information. They have
timely paid all their fees and I believe that the -- the developer, which
is trammell crow, is tryingone trustee, so it does make sense and I would
recommend that the board ap borld should not approve this request, is there?
>> that's why I move approval.
>> second.
>> discussion? All in favor? That passes by unanimous vote.
>> adjourn.
>> all in favor? That passes unanimously also.
