Number 28 is to consider and take appropriate action on interlocal agreement between Travis County and the capital metropolitan transportation authority for build central Texas. Bct program.
>> judge, I -- I would like to get a little bit of information, I mean for the people that are watching back when capital metro was created in 1985 it was precinct 2.
>> that's correct.
>> at the time that participated in the outside of Travis County but in the precinct 2 area.
>> right. Everybody had a chance to vote. Two voted for midably.
>> and now that precinct 2 and precinct 3, you know, they're overlapping areas, I mean what I would really like to know from capital metro and I guess cap metro can give

>> ... And valente in terms of that, and then for Leander up in williamsson county and you see what was left. They really do have kind of a mix between travis and Williamson county, let me get back to our best way to kind of back it out. They don't have a store by store thing like you have asked for, because I was looking for the same thing. The closest we can get to where most of this is coming from is that it turns out that the service district of the library district in wells branch is completely and wholly within precinct 2 unincorporated. And so we -- they have specific numbers on the library district which is a half a penny, so you can make the calculations. You just double it. And by far the vast, then you hook at what the total figure is they've given us and then you back out the library district and you can make some assumptions there. The vast majority of where things are coming from is, believe it or not, the wells branch corridor, in terms of the businesses that are along there that we can document are part of the library district, and indeed with esd number 2, once you back out the city of Pflugerville.
>> I’m willing to accept that, I mean, as being gospel, but it would be -- but I would still like to know where -- somebody is bound to be able to give us that, I mean where the distinction is between if wells branch is most of it. Quite frankly I would like to know do you really collect $280,000 or whatever it is? I think this is somewhere --
>> this is 400 -- this is one based on -- I don't know if this is a population-based one in terms of build. I knew vga... 489-10.
>> yeah.
>> do we really collect $48,245, which is what that would be on a yearly basis since this is a two year deal.
>> no, this is one year.

>> that's one year, the 489.10, season that a two year?
>> no, that is one year. That is f.y. '05.
>> I would really like to know if that area generate as half a million dollars in the one penny sales tax, that would be even more interesting to me. I mean the whole area where they collect those dollars, so wherever we get it, whether we get it from -- tnr -- whether we get it from the comptroller's office or cap metro, somebody is bound to have that, joe. And I’m willing to -- you can send me on the goose chase, too, if it's something that I can assist with. And in terms of we also get from capital metro calculations related to when we were getting the quarter cent rebate and we saw a huge dip in the quarter cent rebate and largely what is happening there is the city of Austin annexed valente incorporated as well. A lot of what was happening quite frankly was strip annexed into somebody's city. They grabbed it t one area in specifically and in large part because the ledge helped them out is the wells branch area is not in the city of Austin, isn't going into the city of Austin any time soon at least on the three year and next plan and those are numbers that we can document related to the library district because it overlaps and it's not dueplegickive. Due -- duplicative.
>> the valente folks came in and talking about various things, obviously them being in precinct 3, they were talking about the great deal they had done with cap metro and what cap metro was giving them back. And it far exceeded -- I mean the sales tax that they were collecting out of valente, which, I mean the question that I have on that, is if that is happening, then where is -- where are those dollars that far exceed what the sales tax is out of an incorporated area.

>> and -- and I -- because quite frankly between Jonestown, lag govista, you know, the areas that are in precinct 3, even though they're in the I think corporated -- incorporated areas, I think it's information that we would need to have, and that's reason that I’m asking for that, joe.
>> all right.
>> you will also find out that the last time that the issue did not pass, we worked on trying to get some of the money back out into the community and that was build greater Austin. Since then we've moved to the build greater central Texas, I think.
>> build greater Texas.
>> whatever it is now.
>> but now that the issue has passed there is going to be less money to, you know, give out to the different -- or to share, we're not giving anything away, we're sharing with the rest of the community because we feel that they pay that sales tax and so the -- the past deal, great deals are probably not going to be there again, because we've got use for that money now.
>> yeah, and Gerald, where you may be thinking of, oh, is that a two-year period, capital metro has extended build greater Texas, going to have to get used to this, for two years, two fiscal years, so not only are we going to get an allegation this year, they've made a commitment saying and next year as well. What we are not getting and I think that is what Margaret is alluding to, is the quarter cent rebates are over. Quite frankly the quarter cent rebate for Travis County precinct 2, old 2, has been getting more and more modest as years have come by. Really where we get good return on investment is through the build greater Austin program which was originally only supposed to be ten years and it's exceeded that. And I’m grateful.

>> it's called build central Texas.
