Number 4, approve proclamation honoring medic jessica barnett upon receiving
the state of Texas 2004 telecommunicator of the year award.
>> judge, Commissioner Daugherty and I are extraordinarily
proud and honored to co-sponsor this proclamation and recognition. As they
say, this is a big deal in terms of what has happened not only the recognition
for jessica, but for recognition to the Austin-Travis County e.m.s. System.
And I’m very happy to start off the proclamation. Whereas the Austin Travis
County e.m.s. Emergency communications center is an accredited center of excellence
and meets the national standard for communication centers, and whereas this
is the first year this award has been given by the department of state health
services, which we know as the former Texas department of health, and there
were nearly 50 nominations. And whereas communications medics jessica barnett
has been a member of the Austin-Travis County e.m.s. Team since may 2002.
>> and whereas on April 27th, 2004, jessica received a 911
call for a neighbor who had found an adult female in cardiac arrest in the
middle of a street in the c bar area of Travis County. And whereas jessica's
commanding telephone presence kept the caller's on task and calm while performing
cpr and she involved each bystander with a specific task such as relaying
cpr instructions, keeping them safe and flagging down responders. And whereas
during the course of the cpr call, jessica demonstrated exceptional scene
management skills. Now therefore be it resolved that the Travis County Commissioners
court here by congratulates jessica barnett on being named telecommunity indicator
of the year 2004 and thanks her for her service and commitment to the Austin,
Travis County community. Con lat graitions. Congratulations. [ applause ]
>> and our medical director dr. Ed rock is here and I would
hope he would help us with introductions.
>> absolutely. Happy holidays. Thank you for recognizing
our colleague. I am joined by jane smart, division commander for Austin-Travis
County e.m.s., And jessica's son who is joining us here at the podium. We
appreciate this recognition. This is one of our colleagues that's done a superb
job in a very difficult call. The call involved a tremendous number of people.
She coordinate the those folks. And the outcome of that particular cardiac
arrest in the neighborhood was that the patient survived neurologically intact
and is doing well today. It means a lot to us that jessica was selected as
telecommunicator of the year. It sends a message that our own peers will look
at us from the outside and say we are either good or we're not too good. And
they have clearly identified that jessica was excellent. And that kind of
recognition from our peers in the state of Texas means a lot. It also means
a lot because jessica's father is seriously ill. This is from a father's perspective
probably one of the most important things that can happen to a daughter. So
I think that's an important accomplishment and something that we ought to
be proud of. We appreciate it. We're proud of jessica and proud that she's
one of our colleagues out there. [ applause ]
>> I want to thank you for this. This is a great opportunity.
I appreciate everything that you have done for me. And of course dr. Rock.
I do work for a great team, as we can all attest to. And I just really appreciate
it. Thank you very much.
>> dr. Rock, I remember the night that I rode with you, probably
one of the first couple of calls we had was a cardiac arrest at the hotel
up north there at old fiskville road. It's the first time that I had ever
witnessed anything like that. I can't imagine somebody doing it telecommuting
wise versus sitting there and watching all of e.m.s. Perform. So that's --
thank goodness I wasn't the one that they were going, okay, now what do you
do? [ laughter ] i'd like to work on that dummy that we have, though, just
to see, but congratulations. I just can't imagine how thankful people are
for having people like you, jessica, in our community. Congratulations one
more time.
