3. Consider and take appropriate action on amendment no. 1 to the interlocal agreement with the city of Austin for the construction of cameron road.
>> judge, I -- I didn't want this to basically go on consent because I think it need to be laid out a little bit by the staff to let us know really what's involved. It's been a really trying process, but it's been moving pretty steadily since we really entered into the interlocal with the city I guess back in 2000, July of 2000. And -- 2003. So, joe, if you will kind of lay it out, because there's a bridge involved, even if they are looking at the thousand foot approach. Two of the -- to the bridge from greg lane, but also on the other side of the new bridge, which the state has a lot of involvement over [indiscernible] creek tributary. Could you basically lay this out for us and let us know exactly what impact it will have, timing, as far as target completion date, stuff like that. I would appreciate it, thank you.
>> all right. It's really a -- almost a three in one project. It started -- we had a substandard bridge on cameron road that became eligible for the federal offices to bridge program. Texdot invited us to participate in that program. Typically there's a 20% local match for that. But because we had already done a like amount of work on other bridges, they waived that and let that local participation. So they were going to go in and replace this bridge 100 percent with federal and state money. Because cameron road is in the campo plan as an arterial, we asked them to build a new bridge to arterial roadway standards. Which they agreed to do. And so instead of just replacing this low water crossing, they are now going to build a half of a six-lane arterial bridge, parallel to the lower water crossing, it will be out of the 100 year floodplain. So we went from about a $250,000 structure to well over a million structure. At the state's cost. In order to get that to happen, though, all members had to agree to build the approach roads to that new bridge, so we hired carter and burgess to basically design the footprint of the arterial. So as to locate, properly locate the bridge and then the county is going to build the two lane approach to the bridge for about a thousand feet on either side of the bridge in such a way that those two lanes will be the first phase of the ultimate arterial. So that the idea was that there is not going to be any throw away here. Any dollar that we spend is going to the development of the long-range arterial. Finally the city of -- of Austin and manville, we are proposing to build a 24-inch water -- water transmission line. They were originally going to put it right next to the existing right-of-way. There was a time out. We are building a wider road here. If you put in this water line, we are just going to have to dig it up and relocate it when we to go build the arterial. So basically, we developed the entire project with the eye to the future. So now the water line is going to go in at the edge of the new right-of-way. The texdot is going to build a new bridge according to the arterial roadway standard and the county is going to build the approach roads as the first phase of the ultimate arterial. Arterial. How did we get to today's agenda item.
>> about .7 of that is in the city of Austin. The city agreed to participate financially in the engineering cost and construction cost. And so what this amendment does is basically get their agreement to pay for the additional cost of the engineering design, which is about $25,000 total. And 50% of the cost of the road construction, all of the utility adjustments, and so with that, then their utilities are out of the way for this transition and it goes into the city of Austin. So I think overall, in the state, we bid the project on behalf of all parties, bridge, road, utilities all wrapped into one contracts and the state will manage the contract. We think by the end of this everyone will get where they need to be. We now have the right of entry to the right-of-way, we still have one condemnation case that needs to be finally cleared out, but the state is good to go on the bidding of the project which will be in January of this year. They expect to be finished with the project by December of '05.
>> goodman: very significant in this particular because actually cameron road is going to tie into s.h. 130, of course as you know s.h. 130 there will be an interchange there at that cameron road intersection. Of course preparing for the future to take care of the transportation needs and transportation growth in this growth corridor I think is very significant. I think that we need to move forward and move approval on this particular item, item 3. Thank you.

>> yes.
>> the city of Austin is meeting again in January and they will adopt this interlocal agreement. They don't meet very often in December.
