Let's go into executive session. 4 b discuss and take appropriate action on planning staffing change -- personnel matters exception to the open -- beg your pardon?

Receive briefing from county attorney and take appropriate action concerning the extension of leave for a precinct one constable employee, slot 6. That's the consultation with attorney exception to the open meetings act and personnel matters exceptions. 33. Consider and take appropriate action on performance evaluations for the following: a. Michael trimble; b. Joe gieselman; c. Danny hobby; d. Alicia perez; e. Sherri fleming; and. F. Christian smith. This is posted under the personnel matters exception to the open meetings act. 34. Receive briefing from the county attorney in Travis County, et al v. Ada hardiman (joe a. De la rosa resale deed), and take appropriate action. That's the consultation with attorney exception to the open meetings act. 35. Receive briefing from the county attorney in Travis County, et al v. The hollow, inc. (k.p. & associates, llc resale deed), and take appropriate action. That's the consultation with attorney exception to the open meetings act. 36. Receive briefing from the county attorney in Travis County, et al v. Michael and peggy o. Lofton (jason trahan resale deed), and take appropriate action. That's the consultation with attorney exception to the open meetings act. 41. Consider and take appropriate action regarding an opportunity to purchase real estate in south central Austin. That's the real estate exception to the open meetings act. We will discuss these matters in executive session, but will return to open court before taking any action.
We have returned from executive session where we discussed the following
items. A 4 regarding a change in staffing to employ medical doctor instead
of a physician assistant. Or an advanced practice nurse and supporting contract
physician. I move that we approve the recommendation to make the change. That
we authorize appropriate malpractice insurance. That we believe it costs roughly
$10,000 that they be paid from the same source as the doctor himself.

We did not discuss that number 30. Can we discuss that next week? I would
be fresher. We did get some e-mails from ms. Flemming, hobby, and mike tremble
regarding -- in response to that discussion last week. And so we can view
those and make additional -- we can have it back on the agenda next week.
>> do I get the sense this next week's agenda, I don't want
to call it Commissioners court light, but it should be something less heavy
since it's the week of thanksgiving.
>> we have those landfill items on there. Which is not real
heavy --
>> aside from the landfill, do you think that would be the
focal point, kind of like the racetrack but most everything else was pretty
routine?
>> well, will someone not be here?
>> I’m just whining because it's thanksgiving week, I’m renting
-- I’m revving myself for the u.t.-a&m games, going to get my horns up, joe.

>> I think that I will be wearing my gang colors next Tuesday.
In honor of my team.

>> I don't know. But I will try to keep it light.
>> judge, whatever it is, it is. I just didn't know if you
knew ahead of time. We did conduct the performance evaluation in 31. Any comments,
any action? Okay. 32 involves concerning extension of leave for a precinct
1 constable employee, slot number 1. Move that we authorize an additional
21 working days between October 1st through October 29th.

33 involves the performance evaluations and follow-up actions to any of the
ones a through f I move that we support the following compensation increases
of -- for mike trim billions dle in an additional amount of 1.5%, joe gieselman
an additional amount of 3%, danny hobby an additional amount of 1.5%; alicia
perez an additional amount of 3%; sherri flemming, 0, because she has just
become executive manager, I think effective October 1, so we'll need to see
her in that job a little bit more, but the only reason for that because her
performance evaluation was an outstanding one was basically that she has occupied
the job so briefly; christian smith additional compization, in the amount
of 3%.

>> so if we do them in reverse order, from the top that's
1.5%, trimble and hobby, and a lot of that is due to time of service in their
positions, also, they did have good performance evaluations, gieselman, perez
and christian smith an additional 3% performance pay. We need to basically
congratulate all of our managers, all six of them for doing such an outstanding
job for the residents of Travis County. The performance evaluations were outstanding
in my view. We had a chance to interact with them a little bit in executive
session, during the interviews, and we expect great things from all of them
and ourselves in fy '05.

>> judge, for clarification because we had norman here earlily,
this is effective January one and that the county judge be authorized to execute
the appropriate -- I think this is residing in your budget, at least general
services budget, that you be authorized to execute the appropriate paf forms
and hit the button in the commuter to make this happen effective January 1.
>> that's fine with me. January 1 effective date, I said,hrmd
is trying to get those --
>> they are. Really more to do with the auditor's office,
they can only handle so much related to people turning in new changes, they
are trying to get out the end of the year required forms to everybody that
they were saying January 1 on additional performance pay. So this would be
in line with that.
>> okay.
>> sounds good to me, any more discussion? Questions? All
in favor of the motion? That passes by unanimous vote. On 34, I move that
we authorize to sign -- the judge to sign a tax resale deed to joe a. De la
rosa who has paid Travis County the sum of 16,315.54 in cash.

On 35, I move that we authorize the county judge to sign a tax resale deed
made out to k.p. & associates, llc, who has paid Travis County the sum of
$7,384.46.

On item no. 36, I move that we authorize the county judge to sign a tax resale
deed to jason trahan, who has paid Travis County the sum of $23,245 in cash.
Discussion? That was seconded by Commissioner Sonleitner. All in favor? That
passes by unanimous vote. On number 37, I move that we authorize the county
judge to sign a tax resale deed to jacquelyn stone, who has paid Travis County
the sum of $1,540 of .35 -- 15,406.35.

38, I move that we authorize the county judge to sign the prepared tax resale
deed to porter laird and peggy, who have paid to Travis County the sum of
2,808.69.

On item no. 39, I move that we authorize the county judge to execute on behalf
of Travis County a tax resale deed made out to peggy and porter laird who
have paid to Travis County the sum of 4,548.74.

And item no. 40, move that we authorize the county judge to execute another
tax resale deed to peggy and porter laird, who have paid for this tract of
land, $3,366.71 in cash.

We did not discuss item no. 41. Somebody needs to let me know whether that
should be back on the court's agenda next week. Just as a kind of reminder,
we have a work session scheduled for Thursday afternoon beginning at 1:30.
