Travis County Commissioners Court
November 9, 2004
Item 12
Following property claims recommendations, ts -- following property claim
recommendations: a. Tcso unit 1952 - settle; b. Tcso unit 1945 - settle; and.
Are c. Tcso unit 2281 - settle. Good afternoon, about a week ago, the court
asked several questions, we worked with the sheriff's office to develop answers
to those questions. We received a e-mail or a memo from chief bailey, I think
we disbursed this to the court members yesterday afternoon. I think it answered
the questions to the court at hand. If not, [indiscernible] is here to --
to hopefully answer whatever other questions that you might have on these
three claims. These claims represent total lost vehicles due to at fault accidents.
That's what initially triggered the questions.
>> okay. So there was backup that described specifically
what was done in these three cases.
>> yeah.
>> they seem to be have -- to have vehicle that's seem to
be hitting deer, can you figure out a way for these to hit coyotes? That could
be a two-fer. That's a joke.
>> question?
>> is that y'all's plan.
>> I would move approval of the property claim. Recommendations.
>> approve a, b, c?
>> my only question was I guess -- this is the closest that
you could come to preventing something about -- do something about preventing
some of these accidents. There's the three that I pulled as preventable. The
fact that you have taken into consideration the employees driving record,
the total amount of property damage and the mitigating circumstances, is that
as close as you can come to -- to the rest of the policy that we have for
giving employees points? Depending on --
>> I believe so. I think --
>> and in actuality I think if you look at our policy, part
of the reason that we didn't go with the county policy is that the way we
evaluate them, the way we do follow and get so much criticism over our action,
says we are probably a little more stringent. In the way we view the specifics
and the type of corrective or disciplinary action that's administered as indicated
in the memorandum. You will see that -- that officers are being suspended
without pay, the -- they lost the use of the take-home vehicle for periods
of time. We -- we really sit and review these and the -- they are reviewed
by each step within the chain of command. That -- to make sure that number
one some corrective action is taken to make sure that doesn't happen again.
Number 2 is we look at ways that they could be prevents understand the future.
And -- prevented in the future. You will see quite often officers are required
to take defensive driving courses, we look at maybe the way -- the particular
piece of equipment is installed in the car. Whether or not that interfered
with the drivers abilities. You know, sometimes we get so much stuff in our
cars that -- that you know it's getting crowded in there, sometimes we don't
think about, you know, whether or not this is actually a good, safe place
to put it before we install it. And then something happens and then we realize
that, well, you know, it wasn't such a good idea. Such as, you know, the [indiscernible]
brake pedal or whatever that Commissioner Sonleitner offered. In each and
every instance --
>>
>> [one moment please for change in captioners]
>>
>> you can rest assured that we are doing everything that
we possibly can do to try and prevent these accidents and correct any deficient
behavior.
>> any more discussion in all in favor of the motion? Show
Commissioners Daugherty, Davis, Sonleitner and yours truly voting in favor,
voting against Commissioner Gomez.
