Number 8, consider and take appropriate action on interlocal agreement with the Travis County hospital district regarding services. John?
>> judge and Commissioners, this is your first look at the [inaudible]. I'll let you have first chance. The departments, i've met with each of them that describe the services that they are going to be providing on page 4 of the agreement. Just a real quick run-through to let you know which departments those are. Of course, you are already familiar with cash management division, you've already approved a temporary agreement. This agreement will swallow that one up. That will go away. There are services that are going to also be provided starting on page 7 of that agreement that describes the purchasing department office that you are already familiar with that you've ordered the hospital district to have a relationship with. The next one is media services. Media is already providing filming of their meetings and that puts a -- puts some parameters on what is going to be expected of the district. They've committed to just filming one agreement or one meeting per month and then reimbursing us for the cost of the tapes. The next one down is i.t.s. I.t.s. Is going to be giving some consulting services on some of the clinics. Near the bottom of the page, records management services. Copy machines and service and copy paper, they are already providing that out to the clinics and it's difficult to separate that out from the clinic from the community side so they are going to provide that. Some records storage which will be more clearly explained. A couple departments wanted to provide for detail to the services and I can't argue that and we'll all be getting that in the next couple of days. At the bottom of page 7, health and human services, they are planning the person they are providing to the hospital district at no cost. County attorney's office on the top of page 8, and of course the limits of the $170,000 that we're going to continue to provide them service once you can get past that providing. Now, note at the top of page 8 that the county will not provide mail services and printing services. Steve talked with I think it was jim collins and said that's not a service they will be needing so they went ahead and just took it out. There are-other odds and ends. Notice on page 9 these describe the services and the things that the district is going to be providing in consideration for all of the services that we're providing and all the duties they are going to have to return. It describes that we will be needing to have a lease relationship probably described defining what all the clinics are and there's five or six different clinics that the county has that we're going to be leasing to the hospital district. That's described on page 12 that we're going to be doing that. And then there's a great deal of just boiler plates and descriptions of what we've done. The reason it looks rather lengthy is the hospital district requested that we utilize the agreement that they did with the city so this parallels that so it's somewhat lessens the amount of review that they are going to have to have. I tried to cut as much out of that agreement as possible. Obviously we're not going to be conveying a hospital over like brackenridge so it did get a lot less lengthy, but it's still a fairly lengthy document. Give you a chance to have a look at it.
>> john, going back to the thing about the printer services, is some kind of a comma need thr-d because we have done -- needed there because we have done specific printing jobs for them upon request and upon approval of this Commissioners court. I think there was one that cyd had of some minor thing for the hospital district. I mean does it say we simply will not provide it pore will not provide it unless authorized by the Commissioners court physically to do so something.

>> I知 saying it out loud because I didn't want something to be prohibited from them either asking whether there is something we could do.
>> that's the way it reads right now is the county will not provide. If you want me to write it a different way, i'll be happy to do it.
>> the contract says we will not provide, but there's nothing keeping us from on a certain date in the future reversing ourselves because something unexpected comes up, right?
>> right.
>> I was thinking more in terms that it would be permissive language but we're not doing it unless specifically asked to do it. This reads to me as prohibited language as opposed to permissive and by the way we're not doing it because they haven't asked us.
>> I can see how that might come up.
>> a minor form that cyd needed on behalf of the hospital district and it's like yeah, no big deal.
>> and that's certainly within a public purpose.
>> but I didn't want it to be prohibited from them even asking which still leaves the discretion with us to say no. There are a number of things from the auditor's off, but I知 going with the most recent from the 5th at 9 sloan 30 in the morning -- 9:30 in the morning -rbgts they still have a couple of questions they are stk-g about.
>> I think the second one changed the amounts and got the order date so that's been revised.
>> and we're missing a bunch of those exhibits.
>> I知 cutting a lot of those exhibits.
>> john, are you still meeting with different departments to get their responses?
>> yes, sir.
>> when will you be done with that?
>> I知 just waiting for a couple of minor -- I met with two of them this morning so I finished off with purchasing pretty much and h.h.s. And just waiting for three of alicia's departments to get back with me with the detail language I think should be done in about a week.
>> john, could I ask also on the next time we get the next cleaned-up version you can put some kind of a date at the top.
>> you want a red line form that shows changes from today?
>> if there is some kind of identifiable -- draft number 2, draft number 3, however you choose to do it. We had kind of that same issue of the landfill ordinance of how we can keep track of what is the latest draft. That would be very helpful.
>> I can do that.
>> so when will the court receive a draft of different responses from the departments?
>> all the final changes? I fully expect we'll have that in two weeks.
>> I知 thinking it won't be final because the court -- it won't be final until after the court approves it. See what I知 saying? But what I would like to see is the department's final recommendations. The other thing that would help me if you were to highlight when you get to a different department. You know. Bold lettering for that department, that way i'll know for the next page and a half this pertains to whatever department it is.
>> I can do that, yes. And to note that the hospital district has got this set for the 18th for their first look-see at it so we've got some room to maneuver, I知 fixing this up.
>> do you want this back on next week? Sure, we can show you where we are next week.
>> put it back on when you think we'll be ready to act on it?
>> I would say two weeks would be more accurate.
>> then the scope of work and the blank pages that follow, what are they about? I see the exhibits with nothing there. So much work for nothing.
>> in talking with the department, I felt like we can lay it out in the body of the agreement. I think those exhibits are probably going to come out. That was a carry-over again from the city agreement that required a whole lot more detail than what we're having to describe.
