6. Recognize Travis County for receiving the "top innovation by a county
government award" from the national institute of governmental purchasing for
historically underutilized business (hub) program.
>> good morning judge and Commissioners. We are excited to
be here this morning to share with you yet another award for the historically
underutilized program that you all so much wanted for us to have and be successful
at and I think this is another testament to our success. I would just like
to read it to you this morning. It said 2004 nigp award for inno vacation
public procurement to Travis County, Texas for their demonstrated leadership
in the area of innovative practices related to technology, communication,
and community outreach while ensuring transparency, efficiency, and fairness
in the expenditure of public funds. If you will recall, back in 1999, we also
won an award from our hub program from the u.s. Department of commerce. Back
this summer when we had our 10 year anniversary, the governor sent us a proclamation
and I’m going to ask jorge to read it to you this morning.
>> thank you, cyd. Good morning Commissioners.
>> good morning, judge.
>> the state of Texas, to whom these presents shall come,
greetings, know ye that recognition is extended to the county of travis on
the occasion of the 10th anniversary of the hub program. Throughout the history
of this great state, enterprising texans have worked tirelessly to build a
foundation of economic strength. Small and large businesses through energy
and entrepreneurship have constantly sought new avenues of excellence. Laying
the foundation for the Texas of the future. Through your hub program you have
established a record of achievement that has fostered opportunities and prosperity.
Daily we are building the Texas of the future and I commend the role that
you continue to play. Anita and I send our best wishes for many more years
of success, signed rick perry.
>> also this morning we have marvin bryce, our first hub
coordinator, betty toppa now working with sylvia, you know jorge he's moved
on to a buyer position in our office and y'all know sylvia. Sylvia wanted
to sort of give an overcap of some of the things that we have done that have
been innovative and recognize a few other people that have helped us achieve
this. This is not just the purchasing office, it's not just the hub program.
It's not just the Commissioners court. It's all of us. We have liaisons in
all of the departments throughout the county that we work with. To help implement
this program and where he want to thank all of those folks, too.
>> okay. Good morning, judge, Commissioners. I’m sylvia lopez,
Travis County hub coordinator. During 2004 we have experienced a lot of, I
think, a great -- great achievements. We have partnered with organizations
like the community metro protege initiative, we developed the construction
advisory committee, we have also partnered with public and private entities
to hold forums where the community can come together and talk about the procurement
process here at the county, we've also -- also were able to get a position
approved to help our program reach another level of success, thanks to all
of you all, cyd. And lastly, we decided to submit our program for an award
to the national institute of government purchasing, or nigp for short. Although
all of the incremental, the small things that we do are very, very important,
I think that in doing this we decided to take a leap. And we took a leap and
we won and I think we were able to show all the people that attended the conference
back in August, we just gave them another -- other reason why this is a great
county to live in. So we are so excited that they were able to see how innovative
we were, how authentic our program is. We are proud that we are able to share
this award with you all today.

>> thank you. And we just wanted to thank, also, two people
that helped not only the county, but the city's program reach a new level.
James harper and carol hadnot, they are both on our committee, construction
advisory committee, they are on many committees, they are at all of the meetings,
we had certificates for them today. But in spirit we know they're here, I
guess they are both busy. But we will present them to them later. We just
wanted to verbally thank them for all of their support for our program.
