Number 46, consider and take appropriate action on request for comprehensive
study on compensation for various categories of peace officers. We did get
information from Commissioner Sonleitner after last week's discussion, which
I have circulated to the court I guess this morning. In addition we got some
information from linda Moore sphao eut h. Smith, human resources. Did you
all get that too?
>> yeah.
>> the only thing in terms of what linda gave us, and it
was very extensive, thank you, is that -- i've said this before, but just
because constable 2 is no longer on the pop scale, we didn't say that was
forever, but we didn't say that you cannot just switch back and forth. So
I want to make sure that constable 2 is not forgotten in this process, but
they are part of this process because certainly if pops decides to go a way
different way, that theyget the opportunity to opt k in after staying on that
different scale for at least three years. Because he made his decisions based
on certain information about how things run. And if that substantially changes,
I want him to be a part of the process and to be able to participate in whatever
way, including input about what it is like to not be on the pops scale and
how that worked for his employees, how it's worked for his other folks that
are within the office and then how it's worked for independent elected officials
in terms of introducing appraisals and performance into the process.
>> in other words, I guess, Commissioner, is that [indiscernible]
it's a study I guess what the judge is recommending to let's go and kind of
look at that. In other words, you are saying include --
>> we say it's a pops study, we have somebody that chose
to get off pops for a specific reason and pops is restructured to go in a
different path, I want to make sure constable van is not exclude from this
process and is there not only as a resource because I think they would have
the opportunity to opt back in if pops is restuck toured in a way that answers
the kinds of shortcomings he felt were there, but prompted him to get off
to begin with.
>> the h.r. Proposal was certainly not --
>> I didn't mean -- [multiple voices]
>> i've made a note of that to make sure that we --
>> and his employees.
>> we indicate here that certain folks would be on our internal
team. Have we touched base with the recommended numbers?
>> no. H.r. Has not. This has only been distributed to the
court.
>> okay.
>> and then you note also that underneath the internal team,
we did leave the others to be identified. Expecting that the court would identify
those either auxiliary groups or those in particular that you've been working
with throughout the budget process that brought this issue to the point that
it is now. And certainly there would be a point, Commissioner Sonleitner,
that we would have expected out of this that constable van would be one of
those identified to be a part of that team.
>> and t.n.r. Because the park rangers --
>> exactly.
>> -- are part of this as well.
>> I don't know whether members have had an opportunity to
look at the hrmd proposal. Why don't we just take another week.
>> can we make it two weeks because Gerald and I are both
out next Tuesday?
>> that would require changing the schedule. Let's have two
more weeks. Touch base with the people who ought to be on the internal team
and try to add to that list, try to have it where where it comes back two
weeks from now it's pretty much done. As far as additional input we need from
other members of the court, if we can get it between now and then. So we're
looking at that will be the 12th of October. I do think we ought to allow
five or six weeks for the affected employees to provide input. A whole lot
of them have already done that over the years so we ought to give them an
opportunity to revise their work. And maybe what we can do between now and
then is sort of get something the court can approve.
>> okay.
>> if you can think of additional persons that ought to be
to internal team or offices represented, get that information to either ms.
Smith or me and we'll make sure it's incorporated. And any other ideas involving
this. How's that?
