7 is approve contract number ps 040169 re with Travis County medical society foundation for the project access program to provide prescription medication for uninsured residents.
>> judge, I just asked -- it got my curiosity aroused, purchasing did not supervise this procurement.
>> we -- on this particular contract, we got it already -- contract was already written by the county attorney's office. Steven gave it to us to put in the contract. Our folks were not involved in any negotiations or discussions and that's just for the record that we were not involved in the process in this contract.

>> wasn't this more so tied into the fact that project access came to us with a program that they wanted to implement related to how could they get medications to an underserved part of this community, and the Commissioners court during the last budget session said we will put 100,000 into it so it was kind of the program was presented to us, it's not like we said let's go out on a competitive basis and see how we can get medicines into the community.
>> actually, I think you saw it as an opportunity to really leverage the county's resources to meet the medical needs of indigent clients within the county.

>> any more discussion? I guess the point though is that purchasing ought to be involved at some point. I don't know that I agree purchasing ought to supervise every contract like this but I do think purchasing ought to be involved. That is much easier than we make it seem here at the county.

>> I understand the complete history. And involvement is not supervision, but it's so easy to get affected departments involved before it comes on the court's agenda.
>> and we have a new person. If you remember eric francois. I have a new person, rebecca, I have asked she attend weekly meetings so she will know what's going on and if there is any transferrability to other areas of the county we'll be aware of it and be able to add value in that process.
