Let's call to order the Travis County housing 1. Consider and take appropriate action to consider and approve invoice -- to request and approve, this says consider and approve, invoice for legal services rendered. Mr. Davis?

>> good morning, I’m harvey Davis. The amount of the invoice is $1,000. And this is for our attorneys's work in filing the application with the Texas bond review board for the shadows apartment. The source of the fund for paying the fee is their application fee, which they have paid $2,000. And the -- and the -- the attorney's fee is provided for in our policy guidelines and do represent that the -- that our attorney has provided -- provided these services and the applicant has been filed with the Texas bond review board.

>> discussion? All in favor? That passes by unanimous vote. 2. Consider and take appropriate action to approve contract with agape Austin area housing, inc. To provide low cost housing for the elderly and adults with disabilities.
>> in this -- this item was -- was the program was approved by the board on March 16th. And coming back with a contract that was prepared by our attorney, cliff blunt and all of the parties are -- have reviewed the contract and are -- and are in agreement with this. Just to briefly review the program, this is going to provide 10 units at the lakeview apartments for persons that are elderly or disabled whose income do not exceed 30% of the Austin area median income, family elder care will refer the people to lakeview apartments. They will be approved through the normal process of the apartment company, however their recently be limited to 25% of their income and lakeview will also waive the application fee and their security deposit will be $100 payable $50 a month. Then lakeview is going to be able to reduce their issuer fees that they owe the corporation by the difference between 80% of the market value of the apartment unit less the apartment of rent that tenant actually pays. Also the lease will be for six months, so the -- so the amount that they pay in recently be relooked at each six months. This contract is for one year. It expires March 31st, 2005. So -- so, you know, the -- the board will have a chance to review the -- the -- how this program has -- has gone, you know, within a year. And I do represent that I will also go out and do an onsite visit and audit of how this program goes, you know, maybe six months down the road.
>> we certainly need a monthly report so you can keep a record of the credit that we can --
>> yes, right.
>> one of my concerns, though, was ensuring that the senior citizens that's occupying the particular units there would also continue to get the social services that we have been giving them currently. I want to make sure that they have not voided that when they relocated, make sure that services still need to be provided. Still concerned about that. Social service end of the senior citizens that will locate -- I want to make sure that happens.
>> okay. Sherri Moore who is with the --
>> I’m sherri Moore in health and human services.
>> okay.
>> the seniors who would have access to these apartments would still have an opportunity to receive case management, either through family elder care. Also family elder care has committed to give them a little training on some of the services that they provide so that case managers on site could also work with those seniors as needed. Of course they would be able to access county services if needed as well.
>> right. Okay, I just wanted to make sure that was still available. That was my concern.

>> our intention is to cover the delinquent part of the debt on the county.
>> that's correct, we would be applying the credits that they would be earning to this program to the oldest invoice that you have which they have two past due amounts.
>> the proposed contract before us includes the recommendations from the board at the previous meeting?
>> yes.
>> yes, sir.
>> that's why I move approval.
